About this opportunity

Palm Beach County, Florida issued an Invitation for Bid (IFB) for Cummins Engine Repair Services on a term contract basis, with bid responses due January 20, 2022, at 4:00 p.m. The procurement seeks a qualified authorized Cummins dealer/distributor and service provider to furnish comprehensive repair services for Cummins Diesel engines and associated components in County vehicles. Services must be available 24 hours, seven days a week, with primary work performed at the Palm Beach County Fire Rescue Fleet Maintenance Shop located at 2601 Vista Parkway, West Palm Beach, Florida, though emergency repairs may be required at other County locations. The successful bidder must employ certified mechanics trained in automotive, bus, construction, generator, marine, and emergency vehicle systems, along with certifications in electrical systems, heavy duty diagnostics, fuel systems, and full engine qualification. All work must comply with original manufacturer specifications, utilize authorized OEM replacement parts, and include factory/manufacturer warranty on parts with a 90-day labor warranty. Pricing is structured on an hourly basis with weighted factors: the standard rate (Monday-Friday, 7:30 a.m. to 4:00 p.m.) carries a 0.75 weight factor, and a flat-rate travel charge carries a 0.25 weight factor, determining the award. Additional compensation rates include 1.5 times the standard rate for overtime and 2 times the standard rate for holiday and emergency calls.

The contract shall be for an initial term of 12 months with an option to renew for four additional 12-month periods, subject to mutual written agreement and annual Board appropriation. Bidders must submit proof of Cummins certification, provide three references demonstrating similar services within the past three years, and maintain Commercial General Liability Insurance of at least $500,000, Business Auto Liability of at least $500,000, and Workers' Compensation coverage. The Small/Minority/Women-Owned Business Enterprise (S/M/WBE) Affirmative Procurement Initiatives have been waived for this solicitation; however, bidders utilizing subcontractors must submit applicable OEBO schedules for compliance tracking. A five percent local preference is available to bidders with a permanent place of business in Palm Beach County established prior to the solicitation issuance, verified by a valid Business Tax Receipt. The anticipated contract value is $150,000 over the initial 12-month term. Interested bidders were required to register through the County's Vendor Self Service system to submit proposals.
