About this opportunity

Palm Beach County Board of County Commissioners issued Invitation for Bid (IFB) #21-078/ZG for Cummins Engine Repair Services on a term contract basis, with a submission deadline of October 21, 2021, at 4:00 p.m. The procurement seeks a single authorized Cummins dealer/distributor and service provider to provide comprehensive on-site repair services for Cummins Diesel engines and associated components found in county-owned vehicles. Services must be available twenty-four hours per day, seven days per week, with primary work performed at the Palm Beach County Fire Rescue Fleet Maintenance Shop located at 2601 Vista Parkway, West Palm Beach, Florida 33411, though emergency repairs may occur at other county locations. The contractor must supply all labor, supervision, tools, supplies, and equipment necessary for engine maintenance and repairs, with response time requirements of twenty-four hours for non-emergency repairs and three hours for emergency repairs. Bidders must be certified in all Cummins engine models and specialty areas including electrical systems, heavy duty diagnostics, and fuel systems, and must use only OEM-authorized replacement parts. Pricing shall be submitted as a fixed hourly rate for standard on-site repair services (8:00 a.m. to 5:00 p.m., Monday through Friday) weighted at 75 percent and a flat travel rate per call weighted at 25 percent, with overtime rates at 1.5 times the standard rate and emergency/holiday rates at two times the standard rate. Required insurance includes Commercial General Liability of $500,000, Business Auto Liability of $500,000, and Workers' Compensation coverage, along with mandatory 90-day warranty on labor and factory/manufacturer warranty on all parts and materials.

No Affirmative Procurement Initiative (API) goals or set-aside designations have been established for this procurement; however, bidders utilizing subcontractors must submit Equal Business Opportunity (EBO) compliance documentation including Schedules 1 through 4. The contract award will be a twelve-month term with options to renew for four additional twelve-month periods, subject to mutual written agreement and appropriation of funds. The anticipated contract value is $150,000 during the initial twelve-month term. Materials and parts must be supplied at the bidder's cost plus shipping, with original manufacturer documentation required for billing. No incumbent vendors or existing contractors were identified in the solicitation documents. Evaluation will be conducted on a total factored rate basis, considering the weighted pricing structure for standard and emergency services.
