About this opportunity

The State of Maine Department of Administrative and Financial Services Division of Procurement Services, procuring on behalf of MaineDOT Fleet Services, is requesting quotations for one trailer-mounted, self-contained culvert thawer unit, with quotations due February 20, 2018 by 4:00 p.m. EST through the AdvantageME electronic procurement system. Maine businesses proposing costs within 5 percent of the lowest non-Maine business bid with equivalent specifications receive preferential consideration.

The unit must generate 3,500 PSI of hot water at a minimum of five gallons per minute and be fully assembled and delivered ready for operation. Required components include a Tier IV diesel engine, a minimum 560,000 BTU heating unit, a 300-gallon water tank, an enclosed trailer measuring 14 feet 8 inches long by 84 inches wide by 80 inches high with side-flow vents and 24-inch aluminum stone guard, a hose reel with 100 feet of 4,000 PSI rated rubber hose, three thawing nozzles, and 60 feet of black iron pipe sections. Bids must include detailed equipment specifications, warranty information, service facility locations within 75 miles of each MaineDOT region headquarters, preventative maintenance schedules, proof of in-state service capabilities, and operator and shop manuals.

The initial contract term runs February 26, 2018 to February 25, 2019, with two optional one-year renewal periods through February 25, 2021. Quotations must cover all costs including manufacturing, delivery to MaineDOT Fleet Services in Augusta, and labor; Federal, State, and local taxes are excluded. The vendor must provide a one-year manufacturer's warranty covering all parts and workmanship beginning upon in-service date. Evaluation will be made on a best-value basis considering conformity to specifications, equipment quality, delivery dates, and lifecycle costs, with lowest price determining the award among conforming bids. Liquidated damages of $100 per unit per calendar day apply for delivery delays. A pre-bidders conference was held February 8, 2018 in Augusta; requests for approved equals and specification clarifications were due February 12, 2018 by 5:00 p.m.
