About this opportunity

The Illinois Department of Transportation is soliciting electronic bids for culvert removal and replacement on US Route 34 over Mendota Creek Tributary, approximately 4.1 miles west of I-39 in Mendota, LaSalle County, with bids due June 12, 2026 at 12:00 p.m. via the iCX-Integrated Contractors Exchange system.

The work consists of removing the existing box culvert and replacing it with dual 42-inch equivalent diameter elliptical concrete pipes, constructing perpendicular upstream wingwalls and concrete downstream end sections, and upgrading guardrail to current standards on the north side of US Route 34 while removing guardrail on the south side. The project includes pavement reconstruction and resurfacing, erosion control, and ancillary work across a gross project length of 259 feet. IDOT District 3 has identified multiple utility conflicts — ComEd electric lines, fiber optic cables, municipal water and sanitary sewer lines, and Nicor gas lines — requiring coordination and potential relocation. The contract incorporates the Standard Specifications for Road and Bridge Construction (Adopted January 1, 2022, Revised January 1, 2026) and supplemental and recurring special provisions.

The project is funded with State Transportation Improvement funds (STP-D5M9(016)), designated as Federal-Aid construction. Temporary construction and waterway permits have been authorized by the Army Corps of Engineers under Permit No. CEMVR-RD-2026-00010, with expiration on March 14, 2031. Compensable delay provisions apply for minor and major delays caused by utilities in unanticipated locations, with payment for idled labor and equipment as specified in the Standard Specifications. The contract will be awarded to the lowest responsive and responsible bidder in accordance with IDOT rules. Temporary traffic control measures include bridge traffic signals with microwave detectors, temporary concrete barrier with linear delineation panels, and traffic control surveillance.
