About this opportunity
The Michigan Department of Transportation (MDOT) is issuing Request for Proposal 26-1634 for Culvert Rehabilitation and Drainage Restoration services on an indefinite-delivery, indefinite-quantity (IDIQ) basis throughout Michigan. This procurement seeks prequalified contractors to provide comprehensive culvert and drainage restoration services including cured-in-place pipe (CIPP) lining, polyethylene slip lining, pipe bursting with high-density polyethylene (HDPE), manhole connections and rehabilitation, closed-circuit television (CCTV) pipe inspection, cleaning, bypass systems, and pipe fusing and joining. The work will be performed across all seven MDOT regions (Superior, North, Grand, Bay, Southwest, University, and Metro) with services available on an as-needed basis for any MDOT agency. Bidders must attend a mandatory pre-proposal meeting on April 13, 2026, at 10:00 a.m. Eastern Time via Microsoft Teams, with proposals due by 3:00 p.m. Eastern on April 21, 2026, and an anticipated contract begin date of May 14, 2026. The resulting contract will be for one year with four optional one-year renewal periods at the State's sole discretion, with multiple contracts available for award. Evaluation criteria include technical qualifications (20 points for prior experience, 75 points for detailed process descriptions, and 5 points for completed documentation) with a minimum threshold of 80 points required to advance to pricing evaluation; the State will also consider prevailing wage compliance, qualified disabled veteran-owned business status, economic impact to Michigan, and total cost of ownership in award decisions. Pricing must be submitted on Schedule B with separate tabs for each MDOT region, covering all unit costs for services ranging from $95.00 per linear foot for 6-inch and 8-inch diameter CIPP lining pipes to $800.00 per linear foot for 54-inch diameter pipes, with additional charges for setup fees, thickness upgrades, reconnection services, and chemical grouting sealing.
Bidders must be currently prequalified MDOT contractors in categories K (Sewers and Water Mains), N9-4A (Sewer Cleanout), and N9-4B (Sewer Inspection), with all subcontractors required to be registered with the Michigan Department of Labor and Economic Opportunity for state projects. Geographically Disadvantaged Business Enterprise (GDBE) designation serves informational and reporting purposes only and does not automatically satisfy subcontractor requirements. No incumbent vendors or current contractors are identified in the solicitation documents. Contractors must integrate with MDOT's ArcGIS Online (AGOL) system for work location tracking, work order management, and electronic reporting; MDOT will provide system access credentials and free training to essential contractor employees at no cost, though contractors bear all expenses for acquiring and maintaining mobile devices and data charges. Contractors must comply with Michigan prevailing wage requirements with rates varying by region and trade classification, ranging from approximately $36.87 to $110.76 per hour for journeyman positions depending on trade and location; contractors must also provide performance and lien bonds each equal to 100% of the original contract amount and maintain comprehensive insurance coverage with specific limits and endorsements. Pricing must be firm for 365-day periods with adjustments permitted only upon mutual agreement supported by documented cost changes, and all costs including one-time charges, setup fees, and shipping must be included in the price proposal.
