About this file
This document is Amendment 1 to Request for Proposal 26-1634 issued by the Michigan Department of Transportation (MDOT) for Culvert Rehabilitation and Drainage Restoration services on an indefinite-delivery, indefinite-quantity (IDIQ) basis. The amendment comprises questions and answers clarifying key contract requirements, including prevailing wage classifications for frequently performed work such as CCTV inspection, cleaning, and cured-in-place pipe (CIPP) lining. The State clarified that bond amounts will be based on awarded contract value and directed bidders to the Labor and Economic Opportunity website for prevailing wage classification guidance. Regarding CIPP lining work, the State confirmed that accepted wall thickness determination methods include ASTM F1216, ASCE MOP 145, and ASTM F2019, with design requirements to be site-specific and developed for each lining project in accordance with contract specifications.
The amendment addresses contract pricing and administrative matters, including clarification that Geographically Disadvantaged Business Enterprise (GDBE) requirements serve informational and reporting purposes only and that a contractor certified as GDBE does not automatically satisfy subcontractor GDBE requirements. A spreadsheet correction was issued for Schedule B pricing to properly capture all unit totals, with a revised pricing document provided to address formulation errors in the original submission. The document does not specify response deadlines, site visit requirements, bidder's conference dates, award timelines, or contract term details, which may appear in other solicitation documents.

Q #
Document & Section

1
Schedule A Statement of Work Section 10
Given the IDIQ nature of this contract, what are the State's expected bond amounts at award — per region and statewide?
The expected bond amount is based on the awarded value of the contract.

Schedule A, Section 4.2 – Project Prevailing Wage Requirements; Attachments 3–11 – Prevailing Wage Rate Schedules
Please confirm the prevailing wage classification(s) that will apply to the most frequently performed scopes — specifically CCTV inspection, cleaning, and CIPP lining.
MDOT is not familiar with the wage classifications and cannot assist with confirming the classifications. A link to the Prevailing Wage Classifications 9820 is available on the Labor and Economic Opportunity (LEO) website at LEO - Prevailing Wage or contact LEO for any questions.
3
Schedule A, Section 4.3 – Geographically Disadvantaged Business Enterprise Sub-Contractors
If the awarded contractor itself is GDBE-certified, does this satisfy the subcontractor GDBE requirement?
For this project GDBE is for informational and reporting purposes only.
4
Schedule A, Section 1.1 – General Requirements; Attachment 1 – MDOT Special Provision 20RC401-A320-02
For UV-cured CIPP, will the State accept wall thickness calculations based on UV-GRP structural equivalency rather than the specified thickness minimums?
| Contract Line Items for Cured-in-place Pipe (CIPP) Lining do not constituent design thickness minimums. Design of cured-in place wall thickness is site specific and required for each lining. Design of cured-in place wall thickness is in accordance with contract Attachment 1-Cured-In-Place Liner For Culverts and Storm Sewers-20RC401-A320-02 .
