Proposers must demonstrate a minimum of five years of experience in master plan development, park facilities research and analysis, community impact assessment, recreational use analysis, consumer surveys, concession operations, traffic management, trail development, and environmental planning. The RFP will be evaluated on a best-value basis using weighted criteria: Qualifications and Experience (25%), Proposal Description (30%), Technical Review (25%), References (10%), and Interview/Presentation/Demonstration (10%). Key dates include the optional site walk on March 18, 2026, at 2:00 PM PST at the park location (800 N Archibald Avenue, Ontario, CA 91764), optional proposal conference on March 18, 2026, at 3:00 PM PST, question submission deadline of March 25, 2026, at 4:00 PM PST, and proposal submission deadline of April 24, 2026, at 4:00 PM PST via the County's ePro system with tentative contract award in June 2026. The contract period is for a maximum of three years with potential extensions based on performance and negotiations.
Proposers must be currently registered with the County's ePro system prior to submission or face disqualification, and a local preference of five percent will be applied to qualifying local vendors. All proposers must comply with California prevailing wage requirements under Labor Code sections 1770 et seq., with contractor registration required with the Department of Industrial Relations; apprenticeship requirements under Labor Code section 1777.5 for apprenticeable occupations; and California debarment and suspension certifications. Non-compliance with prevailing wage requirements carries significant penalties, including $200 per calendar day per worker for underpayment, $100 per calendar day for payroll record failures, and $25 per worker per day for hour restriction violations. No incumbent contractors, existing technology integration requirements, or specific budget ranges are identified in the procurement documents.
