About this opportunity

The Wisconsin Department of Natural Resources (DNR) Remediation and Redevelopment Program is seeking consulting services for two separate brownfield redevelopment projects in Port Edwards and Cuba City, Wisconsin. For Port Edwards, the procurement targets consulting services to develop actionable redevelopment strategies for a 46-acre portion of a former 180-acre paper mill site, with key deliverables including reuse assessment, community engagement through at least two public meetings, and development of two alternate site concept plans with implementation strategies. The Cuba City project focuses on a 9-acre senior care facility site, requiring community engagement, visioning, and concept planning for a property with potential environmental challenges like asbestos-containing materials. Consultants may submit proposals for one or both projects, with a mandatory proposal submission deadline of November 20, 2023, at 4:00 PM. The contract period runs from December 1, 2023, through August 30, 2024, with specific milestones including an initial public meeting by January 31, 2024, concept plan development by February 28, 2024, and a public open house by May 31, 2024. Required qualifications include proven experience in brownfields redevelopment planning, community engagement, and working with small communities.

The DNR has established a goal to award a minimum of 5% of work to minority business enterprises, though no formal set-asides are specified beyond this recommendation. The maximum available budget for each project is $20,000, funded through a FY23 Small Technical Assistance Grant from the U.S. Environmental Protection Agency (EPA). Proposals must include detailed cost breakdowns by task, hourly rates for personnel, indirect/overhead fees, travel expenses, and supply costs, with indirect costs limited to 10% or less. Contractors must comply with Wisconsin DNR standard Professional Services Contract terms and EPA Grant Terms and Conditions, with all work products becoming state property. The DNR reserves the right to reject any proposals, potentially interview top-ranked firms, and negotiate fees with the selected consultant. Specific experience with EPA 104(k) brownfields grants is preferred, and proposals are limited to 10MB in size, to be submitted electronically to the specified DNR contact. No incumbent vendors were identified in the procurement documents, and the projects are focused on generating new redevelopment strategies for these underutilized properties.

Port Edwards

This solicitation is for two projects with unique scopes. Consultants may submit proposals for one or both.

The Remediation and Redevelopment Program (RR) at the Wisconsin Department of Natural Resources (DNR) is seeking proposals from qualified firms interested in providing consulting services to assist with brownfield redevelopment planning at a former paper mill in the village of Port Edwards, WI (the Village). The former paper mill site is 180-acres in size and operated for over 100 years. In 2013, DMI Acquisitions LLC of Columbus, OH acquired the property with plans to lease the plant buildings and sell the equipment; however, only a portion of the former mill has found new uses. In 2016, Port Edwards worked with a planning firm to prepare a redevelopment plan and economic development strategy, focusing on industrial reuse; however, updated efforts are needed to revision the reuse of the property. The goal of this project is to generate actionable ideas for redeveloping this site that are realistic and consistent with existing plans and community needs. This planning project is focused on a smaller area of the former mill that is approximately 46 acres and includes 6 parcels of the primary former mill properties that are not being used.

Cuba City

This solicitation is for two projects with unique scopes. Consultants may submit proposals for one or both.

The Remediation and Redevelopment Program (RR) at the Wisconsin Department of Natural Resources (DNR) is seeking proposals from qualified firms interested in providing consulting services to assist with the community engagement and visioning process for a soon-to-be vacant, large senior care and rehabilitation facility located in Cuba City, WI (the City). The senior care facility is a 9-acre site (the Property) with asbestos containing materials and other potential environmental conditions. The buildings will likely need to be torn down to make the site useable for future development. The current owners of the senior care facility are offering to sell the site to the City for $1 on the condition that they tear down and remediate any contamination. Before the City acquires the site, the goal is to create a plan for its future use.
