About this opportunity
The University of Colorado Boulder has issued a Request for Qualifications (RFQ) seeking on-call Industrial Hygienist (IH) consulting services for its Environmental Health & Safety (EH&S) and Planning, Design and Construction (PD&C) departments. The procurement will cover various Controlled Maintenance, Deferred Maintenance, Capital, and Non-Capital construction projects with total project costs ranging from $150,000 to $5,000,000. Required services include AHERA/CDPHE asbestos inspections, CDPHE AMS services, abatement project oversight, HUD lead-based paint inspections, mold assessments, OSHA personal air monitoring, radon assessment, building air quality investigations, and regulatory program reviews. A mandatory pre-submittal conference is scheduled for July 10, 2025, at 2:00 pm, with digital submittals due by July 22, 2025, at 2:00 pm MDT through the Bidnet platform. Interested firms must have staff with appropriate certifications and demonstrate qualifications in at least one specified service category. The contract will be an initial one-year agreement with potential extensions for up to four additional one-year periods based on performance and university needs.
The RFQ does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The university may elect to hire a single firm for all listed services or multiple firms for specific service components like inspection and sampling, depending on project requirements. Firms will be contracted using a Consultant Agreement (State Form SC-5.3) with potential total contract values ranging between $150,000 and $5,000,000. Successful respondents will report directly to CU's Project Manager and work under the direction of Environmental Health and Safety. The procurement allows flexibility for the university to engage consultants based on specific project needs, qualifications, and the complexity of required industrial hygiene services. While no incumbent vendors are mentioned, the solicitation suggests the university is seeking to establish a pool of qualified industrial hygiene consulting firms to support ongoing campus construction and maintenance projects.
