About this opportunity
The Confederated Tribes of Siletz Indians Planning Department is requesting proposals for turnkey design-build services for a regional electric vehicle charging network consisting of up to thirty-two DC Fast Charging ports throughout Lincoln County, Oregon, with proposals due July 15, 2026 and questions due July 1, 2026.
Indian Preference under Siletz Tribal Code 2.001 applies to qualified entities documenting 51 percent or more ownership by enrolled Native Americans or tribes, with fifteen points allocated in the evaluation criteria.
The scope encompasses design, permitting, procurement, installation, commissioning, and maintenance of Level 3 DC fast charging stations capable of serving public, tribal government, fleet, transit, and emergency response vehicles. Anticipated locations include multiple CTSI facilities in Siletz and Lincoln City — the Tribal Administration Campus, Clinic Campus, USDA Campus, Public Works Facility, Emergency Operations Center, Tribal Housing Areas, and Chinook Winds Casino and Resort — with the option for CTSI to identify additional sites during implementation. The final configuration may consist of any combination of single-port and dual-port charging stations.
The contract is structured as fixed-price design-build divided into five phases: Planning & Engineering, Equipment Procurement, Construction, Commissioning, and optional maintenance services spanning years two through five following a one-year warranty period. Proposers must submit detailed cost proposals broken down by engineering, equipment, construction, commissioning, and optional services for solar integration and battery storage. A bid guarantee equivalent to 5 percent of the bid price is required; successful contractors must provide performance and payment bonds totaling 100 percent of the total contract price or alternative assurance methods within ten days of award.
Minimum qualifications include demonstrated EV charging experience, licensed electrical contractor status, Oregon-licensed engineering support, and public-sector project experience. Preferred qualifications include tribal project experience and Federal grant experience. The project is anticipated to be funded through federal infrastructure programs including ODOE Community Renewable Energy, FHWA NEVI, EPA Clean Communities, and BIA Energy. Notice of Intent to Award is scheduled for July 28, 2026, contingent upon Tribal Council approval.
