About this opportunity
The Massachusetts Office of the Comptroller (CTR/OSC) is seeking a vendor to implement the Wdata application within their existing Workiva software and Wdesk ecosystem through a phased implementation project. The procurement will be conducted through a Request for Response (RFR #FY26-100) with a competitive bidding process on Commbuys Open Market Bid BD-26-1079-1079C-1079C-121184. The project encompasses three distinct implementation phases: first, conducting a comprehensive health scan of current Workiva settings related to Wdata; second, implementing Wdata for the Schedule of Expenditures of Federal Awards (SEFA) report; and third, implementing Wdata for the Annual Comprehensive Financial Report (ACFR) and Statutory Basis Financial Report (SBFR). Key deliverables include detailed documentation reproduction, data migration, and extensive staff training across financial reporting systems. The RFR was posted on September 29, 2025, at 10am EST, with proposal submissions due by October 31, 2025, at 2pm EST, and an anticipated contract start date of November 17, 2025. The initial contract term is 12 months, with potential renewals for two additional one-year terms, potentially extending the total contract duration to 36 months.
The procurement follows Massachusetts Small Business Purchasing Program guidelines, with explicit preferences for diverse and small business participation. Vendors are required to commit to a Supplier Diversity Program with a minimum 1% commitment of contract revenues. The solicitation mandates that vendors comply with the Contractor Authorized Signatory Listing (CASL) policy, which requires verification of legal signature authority and maintenance of current authorized signatory documentation. While no specific budget range is explicitly stated, vendors must quote pricing for each implementation phase and provide an overall project cost. The Commonwealth will require successful vendors to complete a Massachusetts Substitute Form W-9, demonstrate compliance with state contract terms and conditions, and potentially offer prompt payment discounts. Vendors must be prepared to work collaboratively with CTR/OSC staff, guide comprehensive implementation processes, and meet stringent state financial reporting and software integration requirements across more than 150 state government departments.
