NOTICE OF INTENT TO POST REQUEST FOR RESPONSE (RFR)
CTR/OSC WDATA IMPLEMENTATION OF WORKIVA APPLICATION
RFR #FY26-100
The Office of the Comptroller, also known as CTR/OSC, in accordance with the Operational Services Division (OSD) procurement regulations, is issuing this Notice of Intent to inform potential vendors of an upcoming Request for Response (RFR) regarding the procurement of a service provider to implement Wdata for Workiva software.
Commbuys Open Market Bid BD-26-1079-1079C-1079C-121184
The Office of the Comptroller oversees the financial systems and processes of the Commonwealth, including vendor payments, spending on government programs, and the state payroll. We are responsible for statewide accounting and for financial reporting under both GASB (Government Accounting Standards Board) and federal requirements, and for providing transparency to the citizens, taxpayers, and residents of the Commonwealth. As an independent executive-level agency, we work to ensure that financial operations are compliant with state finance law and to maintain secure, controlled, and effective financial systems. We combine oversight with collaboration to partner with financial staff at more than 150 departments across state government, with state employees, and with contractors, payees, and vendors.
Currently the Office of Comptroller utilizes Wdesk with the Workiva software application.
The RFR is for the following items:
1. Health assessment of the current status of Workiva and Wdesk in reference to the implementation of Wdata and its requirements.
2. Implement SEFA reporting as a test case for Wdata implementation. If successful, the vendor would continue to item #3.
3. Implement ACFR reporting as a proof of concept for Wdata implementation. If successful, the vendor would continue to item #4.
4. Implement SBFR reporting as a proof of concept for Wdata implementation.
5. Training for staff will be a requirement.
6. Support for application and staff will be a requirement.
RFR would define the incremental steps and require a cost associated with each step.
The posting will be released on September 29, 2025 at 10am, EST and opened on October 31, 2025 at 2pm, EST.
