About this opportunity

The Colorado Department of Corrections, Facility Management Services, is soliciting sealed bids under IFB 2027000030 for Dementia Unit Improvements at San Carlos Correctional Facility in Pueblo, Colorado, with bids due October 27, 2026 at 1:00 p.m. through BidNet Direct. Colorado resident bidders receive preference, and Colorado labor must constitute at least 80% of work performed under C.R.S. 8-17-101. Minimum bidder qualifications require no prior State termination for non-performance, two years of operation under the same name, demonstrated experience on at least two similar projects exceeding $750,000 in hard costs, and documented bonding capacity up to $750,000. Attendance at the mandatory pre-bid conference is also required.

The scope covers renovation of seven existing cells, including widening cell doors, reconfiguring cells for hospital bed access, and installing accessible combi and shower units, plus a new laundry room with storage and exterior recreation-area improvements. Work includes detention doors and frames, security glazing, epoxy coatings, stainless steel wall panels, plumbing, electrical, and fire alarm upgrades. Detention equipment must come from an approved list of CML Security, Cornerstone, Sustainable Security Solutions, or Southern Folger Contracting Inc. Other contractors qualify only upon fourteen days' advance submission demonstrating fifteen years of experience and twenty comparable projects in use for at least five years. Bidders must post a 5% bid bond, and payment and performance bonds of not less than 50% of contract value. The project requires LCPTracker reporting and Buy Clean Colorado Act compliance for eligible materials.

The estimated project cost is $790,000. Bids must include a base bid and any alternates, with the alternates for light fixtures in 21 cells and nine blank line items. Additive and deductive alternates are mutually exclusive. Award goes to the lowest responsible bidder, considering the Colorado resident preference, by combining the base bid with alternates in numerical order to remain within available funds. The project is subject to state prevailing wage requirements, and Pueblo County Building and Heavy wage determinations appear in Addendum No. 2. The warranty period is one year, and no liquidated damages apply.

Bids are due October 27, 2026 at 1:00 p.m., with public opening at 1:30 p.m. the same day. Award notification is anticipated October 29, 2026, contracting activities are scheduled for the week of November 2, 2026, and contract approval is anticipated November 13, 2026. Construction completion is required by April 15, 2027, per the updated Advertisement for Bids. Addendum No. 2, dated October 23, 2026, adds the prevailing wage and apprenticeship appendices and requires bidders to acknowledge all addenda on the bid form. The October 6 pre-bid conference and October 13 clarification deadline have passed.
