About this opportunity
The Commonwealth of Massachusetts Department of Early Education and Care, through The Children's Trust, is seeking to contract with multiple vendors to provide training, technical assistance, programming, data collection, and research to promote awareness and prevention of child sexual abuse across the state. The Request for Response (RFR) has an anticipated 5-year contract duration from July 1, 2023 to June 30, 2028, with an estimated total value of $3,250,000. Vendors must have relevant expertise in developing and delivering evidence-based prevention training, programming, and assessment tools, as well as providing community-wide engagement and support. Proposals are due by June 19, 2023 through the state's COMMBUYS procurement platform, and will be evaluated based on the vendor's experience, implementation plans, and commitment to the Commonwealth's Supplier Diversity Program.
The RFR requires a minimum 1% financial commitment to partnering with certified minority-owned, women-owned, or service-disabled veteran-owned businesses. Vendors must submit a Supplier Diversity Program (SDP) Plan as part of their proposal, detailing their planned SDP partners and the corresponding percentage of contract sales that will be spent with these certified diverse businesses. The Commonwealth has set annual benchmarks for MBE, WBE, and SDVOBE spending as a percentage of their discretionary budgets, and will monitor contractor compliance through quarterly SDP spending reports.
