About this opportunity

The California Tahoe Conservancy is soliciting bids under IFB CTA26004R for fuels management on approximately 18.29 acres of Conservancy- and USDA Forest Service-owned land in Kings Beach, California. Bids are due November 3, 2026 at 11:59 p.m., with bid opening on November 4, 2026 at 1:00 p.m. The mandatory pre-bid tour was scheduled for October 27, 2026 at 10:00 a.m., which has already passed as of today. The procurement is federally funded under 2 CFR 200 Appendix II(H), so bidders must not be debarred, suspended, or otherwise excluded, and excluded bidders are deemed non-responsive. Bidders must also hold a valid California Contractor License.

The scope covers 110 parcels and includes hand cutting standing live and dead trees and brush with chainsaws, piling logs, slash, and brush, chipping, bucking logs for firewood, stacking materials, and site cleanup. Contract terms require prevailing wage compliance as determined by the California Department of Industrial Relations, with the Conservancy reserving the right to audit payroll records. Work must comply with CEQA, Tahoe Regional Planning Agency ordinances, and Lahontan Regional Water Quality Control Board regulations, along with wildlife protection protocols, fire suppression requirements, and equipment specifications. The Conservancy may stop work if breaches occur. Required bid attachments include a bid certification sheet, rate sheet, bidder declaration for subcontractors, Darfur Contracting Act certification, and STD 204 Payee Data Record. Bidder references are optional.

An addendum dated October 23, 2026 sets the total contract not-to-exceed amount at $200,000, superseding the $550,000 figure in the combined IFB. The budget is calculated on a per-acre basis. Award goes to the lowest responsive responsible bidder on a lump sum bid for all categories, and contractor bid rates will serve as the basis for future tree removal services. The contract term runs from execution through August 1, 2028. Notice of intent to award is anticipated November 6, 2026, with a proposed award date of January 15, 2027. Bids will be rejected for false or misleading statements or inadequate supporting references. Questions on the addendum go to Jason Pollard, Forest Management Coordinator.
