The City of Austin Transportation & Public Works Department is requesting quotations for CSS-1H asphalt emulsion to support an in-place pavement recycling pilot project scheduled for November 2026, with quotes due October 19, 2026 at 12:00 PM.

The solicitation initially targets certified HUBS or M/WBE vendors through the State of Texas and City of Austin; if adequate quotes are not received, the solicitation will be posted online at Austin Finance Online with notice to all registered vendors for the applicable commodity code.

CSS-1H material must meet or exceed ASTM D2244 performance standards for slow-setting asphalt emulsion used in recycling existing asphalt pavements without removal. The estimated quantity is 30,000 gallons, delivered to the project site with delivery method and company name identified on submission. All pricing must be submitted on an FOB Destination basis with freight charges and discounts included in the unit price. The City of Austin is exempt from Federal Excise and State Sales Tax; taxes must not be included in quoted prices. The City does not guarantee purchase of estimated quantities.

Award will be made to the lowest offer meeting minimum requirements, with the City reserving the right to compare quotes by individual line items, categories, aggregate price, or other basis deemed most advantageous. Upon award, contractors must certify compliance with non-discrimination policies, wage theft prevention requirements, and non-debarment status, and must complete City of Austin wage theft training within thirty days. The City may request samples within ten working days at no cost to the vendor.

Quotations should be submitted via email to Katherine Godina at katherine.godina2@austintexas.gov. Payment is due within thirty days of receipt of properly documented invoices upon satisfactory delivery.
