About this opportunity
The Colorado Department of Public Safety (CDPS) is issuing a Documented Quote (RBAA 2017-1600) for the procurement of uniform boots to supply the Colorado State Patrol (CSP) Training Academy and uniformed personnel. The solicitation requests quotes for two manufacturer lines: Danner boots in six models and Belleville boots in four models, with estimated annual quantities ranging from 5 to 125 pairs per style. The CSP Training Academy conducts approximately two training classes annually with 25-30 cadets each, and each cadet receives one pair of Danner boots and one pair of Belleville boots during training. All boots must be new, completely black leather with black stitching, and capable of being shined. The awarded vendor must provide a fit line for Belleville models at no cost to the Department and must offer an online or web-based ordering and reporting system for individual replacement orders placed throughout the year. Vendors must specify their guaranteed delivery timeframe in days after receipt of order and deliver FOB Destination to the CSP Warehouse in Golden, Colorado. The deadline for quote submission is Tuesday, June 27, 2017 at 1:00 PM MT, with responses submitted via email to cdps_edo_bids@state.co.us. The award period extends from the date of award through June 30, 2020, with the State retaining the option to extend the contract for up to two additional one-year periods.
The solicitation offers a 5% preference to certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) registered with the U.S. Department of Veterans Affairs, and preference will also be given to vendors capable of providing all items within the solicitation. All bidders must be registered with the Colorado Vendor Self Service System (VSS) at the closing date to be considered for award. Pricing shall be quoted per unit and remain binding and valid for the length of the award period, with any price increases requiring written justification and mutual agreement with CDPS prior to implementation. The State is tax-exempt. No incumbent vendor or specific budget range is identified in the solicitation materials; however, the estimated annual quantities ranging from 5 to 125 pairs per style across both manufacturer lines suggest a moderate procurement volume. The resulting contract will be executed as a Master Agreement negotiated and signed by all parties.
