About this opportunity

The Colorado Department of Public Safety is requesting bids for rifle optic replacements for the Colorado State Patrol under IFB RBAA 2027-0041, with bids due October 20, 2026 at 2:00 PM MT and a virtual public bid opening scheduled for 3:30 PM that day. A 3% preference applies to Service Disabled Veteran Owned Small Businesses (SDVOSBs) certified by the U.S. Small Business Administration and based in Colorado. Resident bidder preferences and environmentally preferable purchasing preferences are also available.

The CSP is transitioning from legacy Trijicon MRO red dot sights to EOTech EXPS3 HD holographic weapon sights. The scope includes up to 800 new optics with multi-dot reticle and quick-detach mount, with an option for green dot variants. The procurement includes an integrated one-for-one trade-in buyback program for 800 legacy Trijicon MRO units; the vendor must inspect trade-ins within five business days of receipt and manage all inbound and outbound shipping costs on a FOB destination basis to the Colorado State Patrol Materials Management Branch in Golden, Colorado.

Award will be made to the lowest responsive and responsible bidder based on total net cost using the formula: (Estimated Quantity of New Optics × Unit Price) − (Estimated Quantity of Trade-In Units × Unit Buyback Credit). Bidders must submit firm fixed prices for new optics and firm credit amounts for legacy units. Pricing shall remain firm for 12 months from award, with any subsequent increases capped at 5% and subject to written agreement. The estimated performance period spans three to five years on an as-needed basis; the initial allocation includes approximately 250 units upon award, with anticipated subsequent orders of approximately 250 units in year two and 300+ units in year three.

Payment follows standard Colorado Net 45 terms upon formal acceptance after physical inspection, functional verification, and live-fire zero testing. Written inquiries are due October 7, 2026 at 2:00 PM MT; answers will be posted by October 9. The Intent to Award is anticipated October 21, 2026, with a desired purchase order start date of November 5, 2026.
