About this file

This is a Statement of Work for Invitation for Bids (IFB) #RBAA 2027-0041 issued by the Colorado State Patrol (CSP), a division of the Colorado Department of Public Safety (CDPS). The CSP seeks to procure up to 800 EOTech EXPS3 HD holographic weapon sights over an estimated three to five-year performance period to replace legacy Trijicon MRO red dot reflex sights. The project includes an integrated one-for-one trade-in buyback program for the legacy optics. The initial year allocation includes approximately 250 units upon award, with anticipated subsequent annual orders of approximately 250 units in year two and 300+ units in year three, followed by optional supplemental procurement in years four and five contingent on agency needs and budget approval. All deliveries will be made to the Colorado State Patrol Materials Management Branch in Golden, Colorado on a FOB destination basis. The bid due date is Tuesday, October 20, 2026 at 2:00 PM MT. The awarded vendor will be responsible for all shipping costs for inbound new optics and outbound pre-paid trade-in returns, with the vendor required to inspect trade-in units within five business days of receipt.

Award shall be made to the lowest responsive and responsible bidder based on total net cost calculated as the estimated quantity of new optics multiplied by unit price minus the estimated quantity of trade-in units multiplied by the unit buyback credit. Bidders must submit firm fixed prices for new optics and firm credit amounts for legacy units. Pricing shall remain firm for the first 12 months following award, with any subsequent price increases capped at 5% and subject to written agreement by CSP. Payment terms follow standard State of Colorado Net 45 payment terms upon formal acceptance of deliverables following physical inspection, functional verification, and live-fire zero testing. The vendor must provide standard manufacturer warranty coverage and dedicated customer service support during standard business hours. CSP is not contractually obligated to a fixed annual purchase volume or strict delivery schedule, with all subsequent-year orders dependent upon annual budgetary approval and funding availability.
