About this opportunity

Harris County Office of the County Engineer is requesting proposals for HVAC controls upgrades at Crosby Community Center (409 Hare Road, Crosby, Texas 77532) with proposals due July 20, 2026. This is a competitive design-build project under Project Number 422003.10.

The scope includes replacing six air handling units with associated fresh air and downstream ductwork; providing new electrical connections; redesigning and rezoning the system to potentially utilize fewer air handling units with variable frequency drives to optimize the chilled water pump circuit; installing fan power boxes with heating coils; considering gas heat with high-pressure ducting and CO2 sensors in each room; and coordination with Automated Logic Controls for design specifications and installation requirements. Construction is limited to 7:00 a.m. to 4:00 p.m., Monday through Friday, with the facility remaining fully operational during work hours.

The contractor must provide a construction schedule in CPM format within 20 days of Notice to Proceed, maintain a full-time designated field superintendent with minimum eight years of experience, and establish a fully operational field office within 45 calendar days from contract signing. Liquidated damages of $50 per day apply for non-compliance with the office establishment deadline. A schedule of values with labor and material breakdowns must be submitted. Overhead and profit allowances on change orders do not exceed 15%. All submittals must be in PDF format through web-based project software, with 5–10 working days allowed for initial review. Coordination drawings and preinstallation conferences are required for all major construction activities. Substantial completion occurs when all mechanical, electrical, and plumbing systems are operational and the building can be occupied for its intended purpose, with warranty obligations commencing from that date.
