About this opportunity
Community Renewal Team, Inc. (CRT) is requesting proposals for daily delivery of milk and dairy items to its food production facility at 555 Windsor Street, Hartford, Connecticut, with sealed proposals due September 23, 2026, at 9:00 a.m.
The scope includes approximately 425,000–450,000 pints of 1% low-fat milk annually, 7,000–7,500 quarts of 1% low-fat milk, 1,040–1,300 quarts of whole milk, 20–40 cases of Lactaid purple low-fat quarts, and 5 cases of Lactaid red whole gallons. All milk products must appear on Connecticut's approved list for school breakfast and lunch programs. Deliveries must occur Monday through Friday (excluding CRT holidays) by 6:00 a.m., with delivery staff responsible for rotating and stocking items in walk-in refrigerators and milk coolers. The vendor must provide at least two milk coolers and be willing to deliver to additional locations and participate in summer meal programs as needed. Approximately 55 units per day must be certified Kosher, designated with a "U" in a circle or "HV" in a square (not "K dairy" or "K" designations).
Pricing must be submitted using the provided electronic bid pricing chart, with all fluctuating costs based on the December 2026 Class I milk price per 7 CFR 1000.53(b). CRT will not accept price increases beyond Federal milk market adjustments throughout the contract term. Payment terms are net 30 days from invoice date. CRT reserves the right to split awards among multiple vendors.
The contract period runs from October 1, 2026, through September 30, 2027, renewable for an additional 12 months with mutual agreement. Vendors must provide liability insurance with CRT listed as an additional insured: general liability ($1 million per occurrence / $2 million aggregate), automobile liability ($1 million per accident), umbrella liability ($1 million per occurrence), and workers' compensation ($1 million per accident, employee, and disease). Bidders new to CRT must submit three customer references. Contact Jeanette Dunbar, Senior Director of Administration, at dunbarj@crtct.org or 860-560-5161.
