The procurement encompasses the installation of a Cured-in-Place Pipe (CIPP) liner on approximately 1,195 linear feet of existing stormwater management pipe located between 4th Street and Chester Creek in Upland, Delaware County, Pennsylvania, with the project site address at 224 Castle Avenue, Brookhaven, PA 19015. The scope of work includes manhole rehabilitation at three existing storm sewer structures with depths ranging from 8.50 feet to 14.75 feet, along with eight connection reinstatement locations on various pipe segments ranging from 6 inches to 24 inches in diameter. The contract completion time is 120 consecutive calendar days from the notice to proceed, with liquidated damages assessed at $250 per calendar day for delays. All sealed bids must be submitted electronically via the PennBid platform (https://pennbid.bonfirehub.com) by April 3, 2026 at 4:00 p.m. EST, with no physical public bid opening; all bidder questions must be submitted through the PennBid website by the posted deadline, and direct contact with the Borough Engineer or staff is prohibited.

Bidders are required to submit a surety bond in the form of a bid bond or equivalent meeting 10 percent of the overall bid price, with bid bonds returned to non-awarded bidders upon contract execution. The successful bidder will be obligated to provide a Performance Bond in the amount of 100 percent of the contract value within ten calendar days of receipt of written notice of acceptance of the bid, and will be responsible for all permits except road opening, sidewalk, and contractor licensing permits (estimated at $500), which are the Borough's responsibility. The successful bidder will also incur a PennBid administrative fee of 0.0033 percent (up to $6,000) of the contract award value. While specific budget figures are not disclosed in the bid documents, payment processing will be handled by the Delaware County Office of Housing and Community Development with an expected turnaround of three to four weeks following invoice submission and engineer certification.
