About this opportunity

The City of Philadelphia is requesting bids on crowd control equipment as a micro purchase with bids due July 16, 2026. The procurement will be awarded as a whole or by line item, at the City's discretion, to the lowest responsive and responsible bidder; vendors must quote all items to be eligible for whole award consideration.

Vendors must submit detailed item specifications with their bids. Pricing must remain firm for the contract hold period and the 60-day quotation validity period from submission. Delivery is FOB Destination Point, exclusive of federal excise, transportation, and Pennsylvania sales taxes. The City reserves the right to reject any or all quotes, accept quotes from multiple sellers, and award selected items without accepting all items.

The contract term is 365 days from the effective date specified in PHLContracts, with a maximum duration of one year. All quotations must be submitted electronically through www.PHLContracts.phila.gov and must total less than $45,000 (adjusted annually by CPI-U percentage increase from January 1, 2020, rounded to the nearest $1,000). Payment is made via electronic deposit only after delivery and City approval, with no obligation to pay for items without an issued purchase order.

Insurance requirements include Workers' Compensation at statutory limits, General Liability of $500,000 per occurrence, and Automobile Liability of $300,000 per occurrence. Sellers must certify they are not indebted to the City for delinquent taxes, liens, or judgments, and must comply with all applicable laws, nondiscrimination provisions, and ethics requirements. An executed Consent & Authorization form must be on file in the vendor's profile for the quote to be considered. Submission of the optional LGBTQ Applicant Opportunity Data Form is encouraged. The LBE Program does not apply to small purchases. Vendors must not deliver or provide services until officially notified by the department.
