About this opportunity

Long Beach Public Utilities Department is requesting bids for inspection services of sewer laterals on customer premises within the City of Long Beach and Signal Hill, California under ITB UD-26-332, with bids due June 25, 2026 at 11:00 a.m. and a mandatory pre-bid meeting on May 21, 2026 at 10:00 a.m. at 2400 E Spring Street, Long Beach. A California Class A General Engineering Contractor License is required at bid submission.

The contractor will provide all equipment, materials, safety equipment, and personnel to produce color digital video records of internal sewer-lateral condition and identify gas cross-bore locations. Additional services include water jetting to clear roots and blockages and as-needed sewer lateral repair and installation of Wye connections. LBPUD anticipates baseline deployment of one dedicated full-time lateral launch vehicle with the option to scale to two vehicles as needed, with expected annual inspection volume of 2,000 to 3,000 parcels.

Unit pricing for lateral launch camera inspection of the initial 150 feet is fixed, with additional footage beyond 150 feet billed per foot. Push camera inspections and water jetting services are billed hourly, and emergency services carry a two-hour minimum. All pricing must remain firm for the contract duration and include necessary labor costs. The contractor must submit biweekly invoices with deliverables by 4:00 p.m. on the Monday following the two-week work period. Payment terms are NET/30 upon delivery, inspection acceptance, and invoice receipt.

The contract period is one year with options to renew for four additional one-year periods, not to exceed five years total. The contractor must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 in general aggregate, workers' compensation coverage as required by California law, and automobile liability insurance of $500,000 combined single limit. The contractor must comply with all prevailing wage requirements, Labor Code Section 1720 provisions, Department of Industrial Relations registration requirements, traffic control, customer notifications, permits, and Cal/OSHA safety standards. Questions are due May 28, 2026, and contract award is anticipated for July 2, 2026. Addendum 1, posted May 15, 2026, corrected the pre-bid meeting date from May 20 to May 21; proposers must acknowledge receipt of this addendum with their bid submissions.
