A minimum of 25 percent of the state-funded portion must be awarded to Connecticut Department of Administration Services (DAS) certified small and minority-owned businesses.
The scope includes clearing a 20-foot-wide area within the existing easement, vegetation removal, restoration of disturbed grassed areas in non-wetland zones, restoration to grade of wetland soil areas, and miscellaneous related work, all in accordance with Wetlands Permit #C-23-03. The contractor must obtain a Connecticut Department of Transportation Encroachment Permit and a Town of Waterford Site Access and Excavation Permit. The contractor is responsible for site security, temporary facilities, utilities, traffic control (including uniformed police officers where required), construction schedule submission within ten days of the effective contract date, a detailed Safety and Health Plan compliant with CFR Title 29 Part 1926, and a project-specific Traffic Control Plan meeting Manual of Uniform Traffic Control Devices standards. Weekly coordination meetings with the Owner's Superintendent and Engineer are mandatory, with a preconstruction meeting required within twenty days of the effective date. Work must commence within a timeframe specified in a written Notice to Proceed and be completed within 150 consecutive calendar days thereafter.
The contract is structured as a lump-sum bid with payment on a percentage-complete basis according to an accepted progress schedule. Prevailing wage rates under Connecticut General Statute Section 31-53 apply, with hourly rates ranging from $22.20 to $67.52 depending on job classification, plus fringe benefits, adjusted annually each July 1. Bid security of 10 percent of the total bid amount is required for bids exceeding $50,000; performance and payment bonds equal to 100 percent of the contract sum are required if the total bid price exceeds $50,000 and $100,000, respectively, with bond premiums included in the contract sum. Liquidated damages of $1,000 per day apply for failure to complete within the specified timeframe. The Town retains the right to withhold an additional 5 percent of the final contract price for up to six months following project acceptance. Site inspection prior to bid submission is required.
