About this opportunity
The City of Norwich Department of Public Utilities (NPU) is requesting proposals for cross connection inspection and backflow prevention testing across its Connecticut water service area for calendar years 2027 through 2033, with questions due November 6, 2026 at 5:00 p.m. EST and proposals due November 16, 2026 at 2:00 p.m. EST. The City of Norwich Department of Finance purchasing agent issues the RFP on NPU's behalf through the City of Norwich Procurement Portal.
Proposals are open to all vendors, with no set-aside or preference program identified. Qualification is the filter: respondents must hold current State inspection and testing certifications and demonstrate at least two similar projects involving a minimum of 300 inspections and 300 device tests annually. Bidders must certify they are not on state or federal debarment lists and comply with non-discrimination requirements under the City of Norwich Code of Ordinances.
Scope covers all work to schedule, inspect and re-inspect, test and re-test, collect data, communicate with customers, issue notices, maintain supporting documentation, and produce the State report for all appropriate water service connections within the NPU service area. Work must be consistent with State Department of Public Health requirements. Proposals must include a statement of qualifications, experience verification, and assurance of the expertise and manpower to complete the work in a timely fashion. The awardee works under the direction of the NPU Water Integrity Manager and must maintain professional customer service standards.
The contract term runs seven years with no renewal options specified. Bidders may not withdraw within sixty days of the opening date. NPU reserves the right to reject all proposals in whole or in part, waive minor irregularities, and award to other than the low bidder if deemed in the City's best interest. The primary contact is Karl Klein, reachable at 860-823-3706 or kklein@cityofnorwich.org.
