The St. Mary's County Metropolitan Commission is requesting bids for cross-connection control surveys, management, and compliance services under ITB 26-10-F, with bids due March 31, 2026 at 3:00 p.m. EST. Questions are due March 18, 2026 at 9:00 a.m. EST. Addendum Number One, issued March 24, 2026, modifies the scope to mandate annual inspections of approximately 130 high-hazard facilities (520 total inspections over the four-year term at 130 per year) and authorizes up to 25 additional facility surveys annually as directed by the Owner (estimated 100 additional surveys over four years).
The scope includes surveys and site visits for all facilities not previously surveyed, current facilities, and new facilities; management and monitoring of annual backflow prevention assembly testing; creation and maintenance of facility and cross-connection control databases; preparation of quarterly and annual management reports; and provision of digital-format public relations support including general awareness brochures and website content. The contractor must assist the Commission in establishing a community-wide public relations program.
Bidders must submit firm fixed prices with no annual increases for the entire four-year contract term. Extension for three additional one-year periods is at the Commission's discretion, with vendors permitted to request equitable price adjustments not to exceed the most recent six-month average of the Consumer Price Index for All Urban Consumers (Washington-Arlington-Alexandria area), subject to Commission approval. The contractor must carry commercial general liability insurance with limits of at least $1,000,000 per occurrence, name the Owner as an additional insured, and comply with affirmative action and equal employment opportunity requirements under Executive Order 11246, the Vietnam Era Veterans Readjustment Assistance Act, the Jobs for Veterans Act, and Section 503 of the Rehabilitation Act. Bids will be publicly opened and read at 23121 Camden Way, California, Maryland 20619. No contract value is stated in the solicitation.
