About this file
This addendum to Invitation to Bid (ITB) 26-10-F issued by the St. Mary's County Metropolitan Commission clarifies and modifies the specifications for Cross Connection Surveys & Management services. The primary scope of work requires the contractor to conduct annual inspections of approximately 130 high-hazard facilities, totaling 520 inspections over the four-year contract term (130 per year). Additionally, the contractor must perform additional facility surveys as directed by the Owner, estimated at 25 surveys annually for a four-year total of 100 surveys. The contract requires mandatory annual inspections of all high-hazard facilities throughout the entire contract period rather than one-time initial surveys. The addendum was issued on March 24, 2026, by Procurement Agent Tanya Parker, CPPO, NIGP-CPP, CPPB, CMPA.
The pricing structure requires bidders to submit firm fixed prices that remain constant for all four years of the contract with no annual price increases permitted. The addendum modifies the public relations support requirements, deleting the original provisions regarding printed brochures and their distribution. The revised specification now requires the contractor to assist MetCom in establishing a community-wide public relations program by providing digital format general awareness brochures and website cross-connection control program overview, content, and resources. Bidders are solely responsible for ensuring timely arrival of their bid documents by the appointed bid opening time.
