About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Corrections, is procuring crop fertilizer and related services for the Roosevelt Camp Correctional Facility (RCC) Farm through Request for Bid (RFB) 758 2600000392. The procurement includes eight distinct line items: 22 tons of 46-0-0 Urea Granular Bulk; 5 tons of 46-0-0 Urea with 25% NUE-Charge slow-release nitrogen; 0.5 tons of 18-46-0 DAP (Diammonium Phosphate); 1 ton of 0-0-60 Muriate of Potash; 900 tons of Agricultural Lime; 1 ton of 90% Sulfur; 0.5 tons of Blue Micro-Balancer; and 350 acres of fertilizer spreading services. All fertilizer products must be delivered to the facility located at 374 New Bethel Church Road, Fredonia, Kentucky 42411, with pricing stated as FOB Destination Freight Prepaid and Allowed, exclusive of federal excise tax and Kentucky sales or use tax. The evaluation criteria employ a best value ranking approach allocating 90 points to price and 10 points to delivery time in working days, with the lowest compliant bid receiving maximum price points. Vendors' written questions are due by February 18, 2026, at 10:00 AM ET, with bids closing on February 27, 2026, at 1:30 PM ET through electronic submission in the Commonwealth eProcurement System. All bidders must be pre-registered in the Commonwealth eProcurement System, submit all line items without exception, and maintain proposed pricing validity for a minimum of sixty calendar days after the bid due date. The resulting contract will be awarded as a master agreement for an initial one-year period with options to extend for four additional two-year periods subject to written approval and potential renegotiation.
Kentucky resident bidders are eligible for reciprocal preference consideration, while qualified bidders receive enhanced preferences of up to twenty percent or fifteen percent of maximum points, including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit organizations serving individuals with severe disabilities (requiring that at least seventy-five percent of direct labor man-hours be provided by such individuals). All bidders must submit campaign finance compliance affidavits and resident bidder status affidavits as required under Kentucky Revised Statutes 45A.110 and 45A.115, executed under penalty of perjury before a notary public, with these affidavits remaining effective for one year from execution. Vendors must provide proof of Kentucky tax registration and, if applicable, Secretary of State registration for foreign entities prior to contract award. Contractors are required to maintain Commercial General Liability Insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, with the Commonwealth listed as an additional insured. Price increases are prohibited during the first twelve months of the contract; any subsequent increase requests require written justification and thirty days' notice. The solicitation does not reference an incumbent vendor, specific budget value, or site visit requirements, though interested vendors may contact Keith Srutowski at 502-564-7007 for additional information.
