About this opportunity

The Governor's Office of Crime Prevention and Policy (GOCPP), Maryland, is requesting proposals for a complete venue package and conference operations for the 2026 Maryland Crime Victims' Rights Conference under MS-IFB 26-SERV-004, with proposals due November 21, 2025 at 1:00 p.m. This is a Small Business Reserve (SBR) procurement restricted to Maryland-certified small businesses under State Finance and Procurement Article 14-501 through 14-505; the procurement officer will verify certification through eMMA prior to award and may remove the SBR designation if small business interest is insufficient.

The one-day conference, scheduled between April 20–24, 2026, expects 450–500 attendees from government agencies, nonprofits, and community groups. The venue must be located within Baltimore City, Anne Arundel, Baltimore, Carroll, Harford, or Howard counties and provide one main conference room accommodating 500 in banquet style with stage and podium, three workshop rooms each with 165-person theater capacity, a secured hospitality room, exhibitor space for 10 vendors, registration tables, comprehensive audio-visual services, signage, boxed lunches with multiple menu options, complimentary wireless internet, free on-site parking, and all labor and operations.

Offerors must hold a valid Maryland business license, fire department permit, and health permit, and provide three professional references. Commercial general liability insurance of at least $1 million per occurrence and $3 million annual aggregate, crime insurance with $1 million minimum limits, and workers' compensation insurance are required. The contract period runs March 1, 2026, to May 31, 2026. Evaluation uses the Competitive Sealed Proposals method with technical proposals weighted equally to financial proposals, assessing technical response and work plan, staff experience and qualifications, offeror capabilities, and economic benefit to Maryland. Questions were due November 3, 2025. No pre-proposal conference is scheduled. The solicitation carries no MBE/DBE or VSBE subcontracting goals and is not federally funded.
