About this opportunity

The Texas Department of Public Safety is requesting bids for a Crime Lab Dedicated Circuit Coordination Study at multiple DPS facilities under IFB 405-26R0018797, with bids due July 2, 2026 at 5:00 p.m. Central Time. Pre-bid site visits are scheduled for June 17, 2026 at the Waco location and June 19, 2026 at the Austin locations, both at 10:00 a.m., and attendance is strongly encouraged. All bidders must demonstrate good faith efforts to utilize Historically Underutilized Businesses (HUBs) in accordance with Texas Government Code Chapter 2161 or indicate self-performance of the entire contract in a required Subcontracting Plan.

The scope requires circuit tracing and documentation across three facilities: Building Q (entire building) at 5805 N. Lamar Boulevard in Austin, partial coverage of Building I at the same Austin location, and the entire Waco facility at 1617 E. Crest Drive, Waco, Texas. The contractor will trace all electrical power circuits connected to outlets and equipment, provide detailed documentation with panel and breaker numbers on PDF floor plans (which DPS will digitize and verify), coordinate any required after-hours outages, and install circuit-identification labels upon verification of accuracy. DPS will supply existing as-built drawings and floor plans.

Bidders may propose pricing for the entire Building Q study, a partial Building I study, or the entire Waco study as separate line items; DPS will award no more than one bidder per line item and reserves the right to award one or multiple contracts to the best value bidder. The contract term is one year from the effective date, with continuation subject to DPS funding availability. DPS guarantees no minimum compensation and will not make payments until work is approved by the Contract Monitor.

Bidders must submit complete pricing in the Mandatory Pricing Schedule including all costs, fees, and expenses, and provide evidence of financial resources and ability to perform, including audited financial statements for the previous two years or alternative solvency documentation. Contractor personnel may be required to undergo fingerprint-based criminal history background investigations at the contractor's expense. The anticipated award date is July 17, 2026. Questions should be directed to Ricardo Montalvo at ricardo.montalvorodriguez@dps.texas.gov or 512-424-7548.
