About this opportunity

The Commonwealth of Pennsylvania Department of Environmental Protection is procuring on-call mechanical maintenance services for the Cresson Acid Mine Drainage (AMD) Treatment Plant and three associated pump station facilities located in Cambria and Blair Counties. The contractor must furnish all necessary labor and materials to maintain mechanical equipment including treatment plant piping, drive motors, diaphragm and peristaltic chemical feed pumps, progressive cavity pumps, centrifugal sludge pumps, submersible pumps, vertical turbine pumps, hydrated lime feeders, mixers, centrifugal blowers, ultrasonic level transmitters, and hot water heaters. The contractor must provide non-emergency service within twenty-four hours and emergency service within three hours of notification, with emergency service on holidays permitted at premium labor rates. The contract is for an initial two-year term commencing July 1, 2026 through June 30, 2028, with options for three additional one-year renewals extending through June 30, 2031. Bids are due by 2:00 p.m. on Thursday, February 26, 2026, and must be submitted electronically via www.emarketplace.state.pa.us. Bidders must submit all documentation for each line item in Attachment B, provide three references and documentation of experience, maintain Workers' Compensation Insurance and Comprehensive General Liability Insurance with minimum bodily injury and property damage coverage of $500,000 per occurrence with the Commonwealth named as additional insured, and comply with the Davis Bacon Act, Steel Products Procurement Act, Trade Practices Act, Build America Buy American Act, and Reciprocal Limitations Act.

Payment is structured on a reimbursement basis with invoices due within thirty days of service completion, with labor charges including actual travel time capped at two hours per day per person and 200 miles round trip per service call, reimbursed at the current GSA privately owned vehicle rate. Parts and materials are reimbursed at actual cost plus handling and administrative expenses not to exceed ten percent, while shop labor for fabricating or repairing parts is reimbursed at the same rate as on-site work. The procurement is not designated as a set-aside for disadvantaged enterprises, minority-owned businesses, or women-owned businesses, though the Commonwealth Workforce Transformation Program may make additional funding available to award recipients. All iron and steel products must be entirely produced in the United States with at least 55 percent domestic content by cost for manufactured products, and aluminum and steel products from Brazil, Spain, South Korea, and Argentina are prohibited under the Trade Practices Act. Pennsylvania manufactured supplies and Pennsylvania resident bidders receive reciprocal preferences ranging from 1 percent to 10 percent depending on the state of origin of competing bids. The specific award value or total contract budget is not disclosed in the procurement documents; pricing is to be established through the bidders' submission of unit rates for mechanic labor with tools, mechanic helper labor, premium labor rates for holiday work, parts and materials invoices, and mileage reimbursement.
