The project encompasses complete demolition of properties located in Crescent Township, Ingram Borough, McKees Rocks Borough, Neville Township, North Fayette Township, and Stowe Township. Specific services include asbestos removal, utility termination and capping, off-site disposal of debris, backfilling, pest control, and site restoration. Bidders must submit proposals through the PennBid online platform by 11:00 am on January 8, 2026, with immediate bid opening following the submission deadline. While no specific set-aside designations for disadvantaged enterprises are explicitly detailed, the project appears to be funded through a Pennsylvania Department of Community and Economic Development Blight Remediation Program Grant. Contractors will be required to comply with prevailing wage standards established by Pennsylvania wage determination Serial No. 25-10248. The contract includes liquidated damages of $500 per calendar day for failure to complete work by the stipulated completion date. Although specific budget ranges are not provided, contractors must submit comprehensive documentation including an AIA Document A305-2020 Contractor's Qualification Statement, experience statements, proposed subcontractor lists, financial statements, and auditor's reports. The Char-West COG reserves the right to reject any and all bids in whole or in part and to waive any informalities in the bidding process.
