Creative Design and Production of Radio PSA and Digital Media Content

The Illinois Secretary of State (SOS) is soliciting quotes for professional services to create one 15-second and one 30-second radio public service announcement (PSA) in both English and Spanish, as well as digital content to be shared on multiple platforms, also in both English and Spanish. The radio PSAs and digital content will promote the SOS's Skip-the-Line program. The resulting contract will have a term from the date of execution to June 30, 2024, with no renewal options. Bids are due by August 21, 2023, and the award will be made to the responsive and responsible bidder with the lowest price. The SOS is not obligated to award a contract and reserves the right to accept or reject any bid, or to negotiate with the selected bidder.

The RFQ does not mention any set-aside designations or restrictions on the types of organizations that can respond. There is no information provided about any incumbent vendors or current contractors, nor any existing infrastructure or technology that requires integration. The total payments under the contract shall not exceed an amount to be determined by the State prior to execution, and no pricing discounts or budget ranges are specified.
