About this opportunity
The Colorado River Commission of Nevada is requesting bids on two 230kV power circuit breakers for the Black Mountain Industrial Substations project, with bids due September 24, 2026. The procurement is governed by NRS 538.161 and restricted to qualified contractors with an established record of providing equipment and materials to the electric utility industry.
The circuit breakers will protect power transformers at outdoor substations serving Black Mountain Industries. The basis of design is a GE Grid Solutions DT1-245P-40-F1 dead-tank circuit breaker; equivalent alternate manufacturers are acceptable if all mandatory requirements are met and supported by a detailed compliance matrix. Each breaker must include six bushing current transformers at 600:5 multi-ratio with C800 accuracy class minimum. All equipment must be new, delivered undamaged, and rated for desert industrial service in southern Nevada. Technical specifications are detailed in Section 1100 drawings prepared by Burns and McDonnell Engineers, reflecting as-built configurations dated December 2, 2025, and incorporating control systems with protective relaying, breaker failure protection, and integration with Bonneville Power Administration control centers.
Delivery is F.O.B. to 1299 Burkholder Blvd, Henderson, Nevada, with one-week advance notice required before shipment. The contractor must submit compliance submittals within 45 days after notice to proceed and maintenance/installation instructions within 60 days. Progress payments are 90% of equipment value within 30 days of shipment; final payment is due within 30 days of final acceptance. Liquidated damages are $500 per day per unit for delays, capped at the contract price. The successful bidder must furnish a performance bond equal to the contract price, maintain comprehensive insurance including $2 million commercial general liability and builders' risk equal to the contract amount, and provide transportation insurance. The contract may be awarded in parts to multiple bidders. No bid security is required. Vendors must submit quotes through the NevadaEPro electronic procurement portal.
