About this opportunity
Sacramento Regional Transit District (SacRT) is requesting quotes for crane, lift, and hi-rail vehicle inspection and repair services under an indefinite-quantity, indefinite-delivery on-call contract, with bids due August 4, 2026 at 2:00 p.m. The contract is federally funded and subject to FTA grant conditions and Disadvantaged Business Enterprise (DBE) requirements under 49 C.F.R. Part 26; no specific DBE goal has been established, but contractors must ensure DBEs have participation opportunities if subcontracting exists.
The scope covers inspection, testing, and repair of 15 pieces of SacRT hi-rail equipment used in light rail system and vehicle maintenance, including utility trucks, dump trucks, swing cranes, and vehicle-mounted lift systems. Services are performed at SacRT's Metro Maintenance Facility, 2700 Academy Way, Sacramento, California. Annual inspections must be completed by June 30 each calendar year and comply with FRA, ANSI, ASME, or ISO standards. Work is scheduled Monday through Friday, 7:00 a.m. to 3:30 p.m., with advance scheduling required. Contractor employees assigned to perform work must have experience with industrial and mechanical equipment. All workers in the rail maintenance facility must complete on-track safety training before beginning work. Contractors must comply with FTA drug and alcohol testing regulations for safety-sensitive functions and possess or have employees with valid Commercial Driver's Licenses.
The contract term is an initial five years with a possible single 90-day extension. Minimum contract quantity is $1,000; maximum is $150,000 or the contractor's total bid, whichever is higher. Annual inspections are fixed-price, inclusive of all costs, with separate pricing permitted for hi-rail components and crane/lift inspections on dual-equipped vehicles. Repair services are time-and-materials, billed at fully-loaded hourly rates covering labor and supervision; materials are provided at cost based on supplier invoices or fair market value. All bids remain valid for 90 days. Award will be made to the lowest responsible and responsive bidder within 90 days of bid opening, subject to SacRT's right to reject any or all bids.
