REQUEST FOR QUOTE (RFQ)

RFQ Control No. 2026034

DATE: September 30, 2026

SUBJECT: Crane, Lift and Hi-Rail Vehicle Inspection and Repair Services

FROM: Lauren Martinez, Senior Procurement Analyst

E-MAIL: lmartinez@sacrt.com

Sacramento Regional Transit District (SacRT) is soliciting Bids from contractors with qualifications, experience, and knowledge to provide Crane, Lift and Hi-Rail Vehicle Inspection and Repair Services as specified in Section 2.0.

This Contract is subject to a financial assistance contract between SacRT and the U.S. Department of Transportation. Contractor must comply with all Equal Employment Opportunity (EEO) laws and regulations and all other federal and state laws and regulations governing the grant(s) used to fund this project.

It is the policy of the U.S. Department of Transportation that Disadvantaged Business Enterprises (DBEs), as defined in 49 C.F.R. Part 26, are encouraged to participate in the performance of contracts financed in whole or in part with federal funds. As a condition of federal grant assistance, SacRT has adopted a DBE program for SacRT's federally-funded contracts. Consequently, the DBE requirements of 49 C.F.R.

Part 26 apply to this contract. No DBE goal has been established for this Contract. However, if subcontracting opportunities exist for the work required for this Contract, Bidders/Proposers must ensure that DBEs have the opportunity to participate in the performance of this Contract. Contractor must not discriminate on the basis of race, color, national origin, sex, disability or age in the award and performance of subcontracts.

Pursuant to the new 49 CFR Section 26.111 of the U.S. DOT Interim Final Rule (IFR), effective October 3, 2025 all existing DBE certifications under the California Unified Certification Program (CUCP) must be reevaluated by the CUCP to determine whether each previously-certified firm is owned by an individual who meets the new regulatory definition of a “socially and economically disadvantaged individual” in 49 C.F.R Section 26.5 following the process described under 49 C.F.R. Section 26.67, which requires a personal narrative and personal net worth statement submitted by the owner. A firm cannot be considered a “DBE” under the IFR until this reevaluation process by the CUCP is complete as to that firm.

If, during the term of this Contract, Contractor or any of Contractor’s designated or approved subcontractors obtain re-certification from the CUCP under the IFR, SacRT may require Contractor to provide information and complete forms regarding DBE participation as to designated or approved subcontractors under this Contract for purposes of tracking DBE participation in compliance with SacRT’s DBE program. SacRT reserves the right to make further adjustments to DBE requirements based on additional regulatory or legal changes during the Contract term as set out in Article 1, “FTA Grant Conditions” of the FTA Grant Contract Provisions.

mailto:lmartinez@sacrt.com

SacRT does not prequalify subcontractor firms. However, Prime Contractors are encouraged to review the Prospective Bidders list on PlanetBids to find interested firms for any subcontracting opportunities.

SacRT hereby notifies all Bidders it will affirmatively ensure that, in regard to any contract entered into pursuant to this solicitation, contractors will be afforded full opportunity to submit a bid in response to this invitation and will not be discriminated against on the grounds of race, color, creed, national origin, sex, disability or age in consideration for an award.

Please submit any questions regarding this solicitation through SacRT’s PlanetBids Vendor Portal, as set out in Section 8.1 Request for Clarification.

All contact with SacRT regarding the RFQ must be made only with Procurement staff. Attempts to contact any other individual at SacRT, including Board members, with regard to this procurement may result in disqualification from competing in this procurement.

Bids must be submitted through SacRT’s PlanetBids Vendor Portal no later than 2:00 p.m. on October 16, 2026. Bid must be good for 90 days. If SacRT has not awarded or is not prepared to award by the end of this period, SacRT may request that all bidders voluntarily extend the validity period of the Bid. If all Bidders voluntarily agree, the Bids will be extended on the same terms originally offered and must be honored until the end of the extended period.

SacRT reserves the right to reopen the solicitation if no responsive Bids are received.

5.1 90-Day Optional Extension

In addition to any other options available to SacRT under this solicitation, SacRT may also extend the contract by a single 90-day period beyond the then-current term (as it may have been previously extended by the exercise of any available option(s)) to the extent the Total Consideration under the Contract, as previously amended, has not been exhausted. 7.0 Special Conditions

7.1 Organizational Conflicts

NONE FOUND

Contractor, including its subcontractors, is not eligible to submit a proposal, bid, or sub-bid as either a prime or subcontractor for any contract subsequently offered by SacRT if award of the later contract would result in a real or apparent conflict of interest due to the potential for bias or unfair competitive advantage. If Contractor or its subcontractors submits a proposal in violation of this provision for any contract subsequently offered by SacRT, SacRT may disqualify Contractor or the subcontractor. A real or apparent conflict of interest may exist if:

CN 2026081 Page 7

A. The quality and objectivity of the work under this Contract might be negatively affected by Contractor’s or its subcontractor’s interest in the later contract;

B. The quality and objectivity of the work under the later contract might be negatively affected by Contractor’s or its subcontractor’s interest in this Contract; or

C. Work under this Contract would give Contractor or its subcontractor an unfair competitive advantage over other proposers, bidders, or sub-bidders for the later contract.

This prohibition extends to all affiliates of the successful Contractor and its subcontractors.

Affiliate means a corporation or other organization that is related to another corporation or organization by shareholdings or other means of control, including a subsidiary, parent, or sibling corporation/organization.

The existence of a real or apparent conflict of interest will be determined on a case-by-case basis, taking into account all relevant facts to determine whether (a) there is a real conflict of interest or

(b) a reasonable person would believe there appears to be a conflict. An example of a prohibited conflict of interest would be bidding or proposing for a project if the contractor helped develop or draft the specifications, requirements, statements of work, invitations for bids and/or requests for proposals.

Contractor is required to inform prospective subcontractors that the subcontractors also could be subject to the restrictions in future contracting.

The obligations set out in this Section will survive the termination of this Contract.

Contractor or its proposed subcontractor who believes its eligibility for either this Contract or future contracts may be affected by this provision is encouraged to contact SacRT with any questions regarding the applicability of this provision.

7.2 Disadvantaged Business Enterprise (DBE) Requirements

7.3 Bidders List Form - Required for All Federally-Assisted Solicitations

Under 49 C.F.R Section 26.11(c), as modified by the Interim Final Rule issued October 3, 2025, SacRT is required to collect additional bidders list information for contracts receiving Federal assistance, including this Solicitation. SacRT is required to collect this information at the time of bid opening for an Invitation for Bid or the bid due dates for the initial response submission for a Request for Proposal.

All Bidders must complete the Bid Form entitled SacRT Federal Solicitation Bidders List, which is included in the Solicitation Document, and provide the required information for all firms participating in the Contract as either a prime contractor or subcontract. Failure to submit the form with the required information will render bids or proposals nonresponsive.

7.4 On-Track Safety Training

SacRT’s On-Track Safety program is designed to provide training to workers around SacRT’s light rail tracks. This training will provide information on safety precautions needed while working on or near light rail tracks and the High Voltage Catenary system. The program also covers the use of Track Warrants and High Voltage Red Tag procedures. All workers performing work within SacRT’s rail maintenance facility must receive On-Track Safety Training prior to starting any work within SacRT’s rail maintenance facility. SacRT will keep training records and sign-up sheets for three years. Contractor must ensure that all workers receive this training prior to performing the work and must schedule the training with SacRT’s Wayside Maintenance Department for all employees. Contractor will not be entitled to an extension of time for completion or additional compensation due to failure to timely schedule and complete On-Track Safety Training.

8.1 Bid Submission

All Bids must be submitted to SacRT no later than the date and time specified in this RFQ through SacRT’s PlanetBids Vendor Portal.

Bidders are responsible for ensuring that PlanetBids communications related to this procurement reach the appropriate individual or individuals by identifying the appropriate individuals in the vendor registration and by whitelisting PlanetBids communications in their email system. SacRT will not be responsible for delivery failure of email due to firewalls, spam filters, or individuals' failure to retrieve email messages. SacRT will not attempt to re-deliver any messages that fail due to no fault of SacRT.

By submission of its bid on PlanetBids, Bidder certifies that it has received and acknowledged all addenda issued as of the Bid due date. SacRT assumes no responsibility for delay of electronic bid submission that results in the late arrival of any Bid. Bidder is solely responsible for ensuring that its Bid is delivered on or before the Bid deadline in the manner set forth in this RFQ.

SacRT will only consider electronic Bids submitted through SacRT’s PlanetBids Vendor Portal according to the instructions set forth in this RFQ. Late Bids will not be accepted. Bidder must properly fill in blank spaces in each Bid Form and Bidder must not change any of the phrasing.

Any conditions or limitations made to the items in the Bid Forms may be cause for rejection.

Alterations by erasure or interlineation must be explained or noted in the Bid over the signature of the Bidder. SacRT may reject a Bid if it contains any conditions or limitations to the items set out in the Bid Form, including by attaching standard form terms or conditions to the submitted Bid Forms.

Bidder agrees that this Bid constitutes a valid firm offer which must not be withdrawn for a period of 90 days after the date of Bid Opening. Bidder must enter a price for each Bid Item. Partial Bids may result in rejection of the Bid as nonresponsive. SacRT expects Bidder to honor all rates/prices bid and included in this bid sheet for the term of the Contract. If Bidder anticipates its rates/prices will increase during the term of this Contract, it must include that escalation in its bid. If Bidder fails to include anticipated rates/prices increases, the Bidder will not be allowed to increase its rates/prices during the Contract term and will be expected to perform the work based on the rates/prices bid. Failure to do so will constitute a breach of contract and could result in debarment.

8.2 Submission of Questions/Issuance of Addenda

Prospective Bidders may request clarification of any part of the RFQ by submitting the request in writing through SacRT’s PlanetBids Vendor Portal no later than 11:59 p.m. on Wednesday, October 7, 2026. SacRT will respond to any request in writing. Any change in this RFQ will be effected by the issuance of an addendum.

Addenda that merely extend the deadline for questions and responses or the Bid Due Date, without other changes to the RFQ, will be issued via PlanetBids, without modifying the dates within RFQ document.

9.0 Bid Price

Bidder must sign and submit all Bid Forms through SacRT’s PlanetBids Vendor Portal.

CN 2026081 Page 10

All prices submitted through PlanetBids must be in U.S. dollars. Prices must include all costs for the services or materials to be provided with labor, travel, overhead, profits, insurance, prevailing wage rates, indirect costs, general and administrative expenses, routine maintenance parts, shipping, California state and local sales taxes, and all other costs included.

Parts provided under this Contract must be priced at Contractor’s cost (as documented by Contractor’s supplier invoices or receipts).

All prices submitted through PlanetBids must be in U.S. dollars. Bids are to be quoted exclusive of applicable California state and local sales taxes. SacRT will furnish a Federal Excise Tax Exemption Certificate, if applicable, and pay applicable California state and local sales tax.

Bidder must honor all rates bid and included in its bid for the term of the Contract. If Bidder anticipates its rates will increase during the term of this Contract, it must include that escalation in its bid. If Bidder fails to include anticipated rates increases, the Bidder will not be allowed to increase its rates during the Contract term and must perform the work based on the rates bid.

Failure to do so will constitute a breach of contract and could result in debarment.

10.0 Determination of Low Bid and Contract Award

Determination of the lowest Bidder will be based on the bid amount submitted through SacRT’s PlanetBids Vendor Portal. Estimated quantities are only for the purposes of determining a low bidder and SacRT does not represent or guarantee that any or all such quantities will be met.

Subject to SacRT’s right to reject any and all bids as it may deem proper, a Contract will be awarded by the General Manager/CEO to the lowest responsible and responsive Bidder within 90 days after bid opening.

If SacRT receives only one bid or if because of some disqualifying action only one responsive and responsible bid remains to be considered, SacRT will determine whether such bid is fair and reasonable. SacRT may perform cost and price analysis to make such determination. Contractor must permit SacRT or its designee to review Contractor's cost records at reasonable times in order to determine whether Contractor's bid is fair and reasonable when Contractor is the only responsive bidder.

11.0 Sample Contract and Contract Provisions

The successful Bidder will be expected to comply with the insurance requirements set forth in Attachment 1 and enter into SacRT’s form of agreement which includes SacRT Sample Contract (Attachment 2), SacRT General Contract Provisions (Attachment 3d), and Federal Transit Administration (FTA) Grant Contract Provisions (Attachment 5c). Any questions or issues regarding these provisions must be submitted prior to the deadline through the Request for Clarification process, as they are not subject to post-bidding modification through negotiations.

Please note that this contract is funded in whole or in part with federal grant dollars. The FTA imposes the Federal Grant Contract Provisions on SacRT and its contractors and subcontractors, and requires the inclusion of such terms in the Contract. The specific terms of those provisions are not subject to modification. Thus, bidders are advised to carefully review the Federal Grant provisions and ensure that they are able to meet and comply with the provisions in their current form.

CN 2026081 Page 11
