About this opportunity
Ulster County is seeking a contractor to perform comprehensive crack sealing services for county roads through a formal Invitation to Bid (RFB-UC25-077) issued by the Department of General Services. The procurement targets the cleaning and sealing of primary cracks in hot mix asphalt roadways, specifically focusing on cracks between 1/8 and 1 inch wide using hot applied sealant. Contractors must provide all necessary materials, equipment, and labor, including traffic maintenance and flagging services. The entire project must be completed within 6 weeks of receiving a notice to start from the Department of Public Works, with the contract period running from April 1, 2026, through March 31, 2027. Bidders are required to submit unit pricing per gallon of hot applied sealant for each contract year, with the bid set to be opened on November 20, 2025, at 2:00 PM. Specific qualification requirements include providing proof of a registered apprenticeship program and comprehensive insurance coverage.
The county has structured the bid to allow potential participation by political subdivisions and educational institutions, with provisions for contract extensions up to three additional one-year periods. Bidders must comply with several legal and regulatory requirements, including the Ulster County Living Wage Act for contracts over $50,000, the Iran Divestment Act, and MacBride Fair Employment Principles. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, contractors must adhere to New York State Labor Department's new contractor registry regulations effective December 30, 2024. The solicitation does not specify a precise budget range, but pricing will be evaluated on a per-gallon basis for hot applied sealant. The county reserves the right to determine the actual roadways to be sealed, providing flexibility in project scope and implementation. Interested contractors should carefully review the complete bid documentation to ensure full compliance with all specified requirements and conditions.
