About this opportunity
Dane County, Wisconsin is requesting bids for crack routing and sealing services on the US 12/18 Beltline Highway in Madison, with bids due July 22, 2026 at 2:00 p.m. Local vendor preferences apply: Dane County-made goods receive up to 15% price preference, regionally-made goods up to 12.5%, and Wisconsin-made goods up to 10%.
The scope encompasses approximately 27,690 linear feet of asphalt pavement across 436 center line stations on eastbound lanes, westbound lanes, and ramps. Work includes routing and sealing of asphalt driving lanes, adjacent paved shoulders, and asphalt approaches to ramps; concrete bridge decks and concrete interchange approaches are excluded. Crack sealing operations are restricted to weather conditions with air and surface temperatures at or above 40 degrees Fahrenheit during rising temperature periods and prohibited during anti-icing and snow removal operations. Work must occur during non-peak traffic hours with lane-closure restrictions and prohibitions on holiday work and activity around University of Wisconsin home football games.
Pricing requires three line items: mobilization (one each), traffic control (one each), and three asphalt pavement rout-and-seal items covering material (38,000 pounds), installation (436 stations), and high-capacity torch work (436 stations). All pricing must be all-inclusive of labor, materials, equipment, delivery, and incidental costs, with prices fixed for the contract term. The contract term is one year from the effective date with no renewal options.
The successful bidder must obtain all required permits and licenses and maintain Commercial General Liability insurance of not less than $1 million per occurrence with Dane County listed as additional insured. Payment is net 30 days upon receipt and acceptance. Questions are due July 13, 2026 at 4:00 p.m., with responses provided by July 16. Site visits are available upon request through Purchasing Officer Hazel Schuster. Work must comply with 2026 State of Wisconsin Standard Specifications for Highway and Structure Construction and the Highway Maintenance Manual, with material specifications including sealant materials meeting ASTM D 6690 standards.
