About this opportunity
The City of Edgerton, Wisconsin is seeking proposals for a comprehensive street maintenance project involving crack filling and chip sealing services for eight specific street segments within the city. The procurement targets contractors capable of performing detailed road surface rehabilitation, including cleaning, crack sealing, and chip sealing on streets such as Orchard Street, Martha Street, Falk Drive, Lorraine Drive, Doherty Drive, Shearer Street, Sterling Drive, and Dakota Drive. Qualified contractors must submit detailed written proposals that include firm experience, references, equipment specifications, and proposed project schedules, along with a completed bid form. Key technical requirements include using premium rubber asphalt joint sealer meeting ASTM D6690 specifications for crack sealing and polymer-modified cationic emulsified asphalt with washed crushed granite aggregate for chip sealing. Contractors must provide three municipal project references within 30 miles of Edgerton that have survived at least three winters, and possess specific equipment including portable air compressors, propane-fueled hot-air lances, and self-propelled pneumatic-tire rollers. The proposal submission deadline is 3:00 p.m. on Wednesday, March 10, 2021, with anticipated project work commencing after award on April 5, 2021 and requiring completion by September 29, 2021.
The solicitation does not explicitly indicate any set-aside designations for disadvantaged businesses or specific restrictions on respondent types. While no incumbent vendors are mentioned, the City reserves significant discretionary rights in the procurement process, including the ability to adjust the road list based on funding, increase or decrease scheduled work items, reject any or all bids, and terminate the contract for unsatisfactory performance. Contractors must provide a certificate of insurance prior to commencing work. Payment terms are structured with remittance within 30 days of invoice submission and approval by the Municipal Services Director. Although a specific budget range is not disclosed, the project appears to be a comprehensive municipal infrastructure maintenance initiative focused on preserving and improving city street conditions. The City of Edgerton will evaluate proposals based on a holistic assessment of cost, schedule, overall value, and the contractor's demonstrated capability to successfully complete the specified road maintenance services.
