About this opportunity
Palm Beach County is requesting sealed bids for construction of intersection improvements and bridge replacement at County Road 880 and Sam Senter Road over the South Florida Water Management District Ocean Canal (Project 2019803), with bids due October 27, 2026 at 2:00 p.m. A mandatory 5% Small Business Enterprise (SBE) subcontracting participation goal applies, with a county-wide minimum of 20% SBE participation; bidders unable to meet these goals must submit Good Faith Efforts documentation and waiver requests by the bid deadline.
The project encompasses roadway widening of approximately 0.8 miles of CR-880 to the south, bridge replacement with five spans (16 precast Florida Slab Beams in spans 1–4 and 5 additional beams in span 5), approach slabs, and associated infrastructure including signing, pavement marking (approximately 42 miles), drainage systems, and slope protection with Type A rubble riprap. The contractor must furnish all materials, labor, equipment, and supplies. Geotechnical conditions require installing rigid inclusions (shallow unreinforced concrete piles) on a 6-foot grid to depths of 20 feet beneath the widening, with an estimated mitigation cost of $1.6 to $1.8 million. All structural design follows AASHTO LRFD specifications and references FDOT standard plans.
The contractor must perform no less than 40% of total contract work with its own organization and comply with E-Verify employment eligibility verification. Bid bonds are required for bids of $200,000 or more; bids between $50,000 and $200,000 may use the Bond Waiver Program. Bidders must obtain FDOT Pre-Qualification or submit a Qualifications and Experience Package demonstrating at least two similar projects completed within the past five years. All contractors and subcontractors must register in the County's Vendor Self Service system prior to award. Special provisions include apprentice wage reimbursement (up to $100,000 for 20% of wages with $25,000 minimum) and Glades Resident wage reimbursement (up to $100,000 for 30% of new employee wages). Requests for Information are due at least five working days prior to bid opening via email to ENG-RoadwayBids@pbc.gov. A non-mandatory pre-bid meeting is scheduled for August 13, 2026 at 2:30 p.m. at 2300 North Jog Road, West Palm Beach, with Webex available. Contract documents are available for download at https://pbcvssp.pbc.gov/vssprd/Advantage4 or in hard copy for $40.
