About this opportunity
The State of Colorado, Department of Natural Resources, on behalf of Colorado Parks and Wildlife, is soliciting proposals for development and facilitation of trust workshops for CPW staff and external partners, with proposals due October 9, 2026 at 12:00 PM MDT. Questions were due September 22, 2026, with answers posted by September 25, 2026. Preferences for Resident Bidders and Service Disabled Veteran-Owned Small Businesses (SDVOSBs) meeting certification requirements apply.
The scope comprises developing and facilitating eight workshops—four in-person, three virtual, and one additional in either format—designed to build partnership and trust using the Marc J. Stern and Timothy D. Baird Trust Ecology Framework. Workshops must meaningfully engage a minimum of 40 participants each, customized by audience while maintaining consistent core curriculum. Offerors must demonstrate experience developing and facilitating similar partnership and trust workshops for government agencies, preferably with natural resource agencies and CPW; prior direct experience with the Stern and Baird Framework is not required, though demonstrated understanding and proposed utilization of the framework is required. Experience may be met through a combination of key personnel and approved named subcontractors. In-person workshops are anticipated between March and June 2027 across CPW regions; virtual workshops between January and June 2027. Virtual workshops may be delivered as one continuous session or divided into two shorter sessions at the vendor's discretion. CPW anticipates biweekly planning meetings during the planning period (approximately November through January), then as-needed thereafter.
The contract budget ceiling is $77,000 total, inclusive of all planning, travel, and administrative costs. Proposals must provide per-session pricing for in-person and virtual formats, itemized to show pre-session planning, preparation, and travel expenses. Payment follows completion of each workshop upon invoicing and Project Manager approval. The contract performance period extends through June 30, 2027. All work products become sole property of Colorado; vendors may retain ownership of pre-existing intellectual property while granting CPW necessary usage rights. Proposals must not exceed 15 pages, excluding submission form and resumes. The evaluation period is expected October 12–16, 2026, with interviews anticipated October 21–23, 2026. Award is expected October 28, 2026, with project start November 11, 2026. The State may award to a single or multiple offerors.
