About this opportunity

Colorado Parks and Wildlife, within the State of Colorado Department of Natural Resources, is soliciting proposals under RFP PMAA 2027_0005 for consulting services to develop a Comprehensive State Parks Strategy, with proposals due November 3, 2026 at 12:00 PM MST and a public opening at 2:00 PM MST that day. The RFP identifies no specific set-asides. It offers a 5% bid preference for SBA-registered Service Disabled Veteran Owned Small Businesses and a resident bidder preference, which Amendment #2 confirms is evaluated under Section 3.2.1 and applied to pricing considerations.

The strategy sets a system-level framework for the long-term stewardship, growth, and sustainability of Colorado's 43 state parks through 2040, addressing resource sustainability, resilient ecosystems, deferred maintenance, evolving visitation, and financial resilience. Required work includes engagement planning across public, tribal, and internal audiences (CPW staff and the Parks and Wildlife Commission), financial analysis using park-level data CPW will provide, and a strategic communications framework. CPW staff will create the graphics and press releases from that framework. Offerors must carry $1 million per occurrence general liability, $1 million per accident automobile liability, and workers' compensation required by state statute.

Pricing is submitted per phase, with hourly rates for key team members and miscellaneous costs such as travel. CPW declined to disclose a budget or budget range and will evaluate each offeror's proposed budget and value. Awards of $350,000 or less receive a Purchase Order; larger awards receive a formal contract. The estimated start is January 4, 2027, with all work completed by June 30, 2028. Payment is monthly, based on the percentage of completed tasks approved by the Project Manager. All products become the sole property of the State of Colorado.

Evaluation is estimated for November 4–18, 2026, followed by top candidate interviews December 2–4, 2026, and a Notice of Award Decision estimated for December 9, 2026. Proposals may be submitted through the Colorado Vendor Self Service (VSS) System or Google Forms. Page limits are 5 pages for project personnel, 10 pages each for qualifications/experience and project approach, 5 pages for schedule, and 3 pages for price. Amendment #2, posted October 27, 2026, excludes resumes, cover pages, cover letters, and required submission forms from page limits and sets no maximum project team size beyond the key personnel summary. It also defines "identity for the system" as a holistic statement drawn from individual park management plans. Amendment #1, also posted October 27, 2026, confirms that the strategy's communications component is a framework rather than finished deliverables.
