About this file
This document is Amendment #2 to RFP PMAA 2027_0005 for the Colorado Parks and Wildlife (CPW) Comprehensive State Parks Strategy, consisting of additional questions and answers that were inadvertently missed by the agency buyer during the initial submission period. The amendment addresses three key clarifications: confirmation that Colorado-based firm preferences are evaluated under Section 3.2.1 of the RFP regarding resident bidder preference and applied to pricing considerations; clarification that resumes, cover pages, cover letters, and required submission forms do not count toward the stated page limit, and that there is no maximum limit on project team size beyond the summary requirement for key personnel; and definition of "identity for the system" as a holistic statement of purpose for the entire state park system based on individual park management plans, rather than individual park identity statements. All other terms and conditions of the original RFP remain unchanged.
No information regarding pricing terms, set-asides, incumbents, funding sources, amounts, response dates, due dates, or contract term details is provided in this amendment document.

Amendment #2 - Additional Questions & Answers (Q&A)
RFP PMAA 2027*0005
CPW Comprehensive State Parks Strategy
*These are questions submitted before the deadline that were mistakenly missed by the Agency Buyer. See the 3 additional questions and the corresponding responses below*
A. The following questions, and the answer to each, were received:
1. Do you have a preference for a Colorado-based firm, and how will that preference be quantified?
i. See section 3.2.1 of the RFP for “Resident Bidder Preference.”
Preferences apply to pricing. See section 4.0 for evaluation procedures and criteria.
2. Do resumes count toward the page limit, and is the team limited to five members?
i. The page limit will not include a cover page, cover letter, resumes or the required submission form.
ii. The “summary” or “resume” of the key team members do not count towards the page limit of section 3.4 Project Personnel. There is not a stated limit for the project team in the RFP.
3. Could you clarify what is meant by “identity for the system”?
i. Each state park has a purpose statement written within its park management plan. An example from the Staunton State Park
Management Plan is “Staunton State Park was established to:
1. Preserve the rich natural and cultural resources of the original Staunton family lands,
2. Staunton family homestead, and additional lands for the enjoyment and education of current and future generations;
3. Provide a backcountry / wilderness style recreation opportunity with additional, limited modern amenities to facilitate visitation; and
4. Protect wildlife habitats and migratory corridors.”
ii. These are highly individual statements about the purpose and identity of each park. CPW is seeking a holistic statement of identity for the state park system that helps define our role and purpose in the recreational landscape of the state.
B. All other terms and conditions of RFP PMAA 2027*0005 - CPW Comprehensive State Parks Strategy remain the same.
