About this opportunity
The City of Philadelphia is requesting quotes on CPOC literature racks as a micro purchase, with quotes due November 3, 2026. The award will go to the lowest responsive and responsible bidder on a whole or line-item basis, whichever serves the City's best interest. Bidders must quote all items to be eligible for award and must submit specification sheets for each bid item.
The scope consists of two primary items: a tabletop four-sided rotating literature organizer with lazy-susan functionality accommodating 6×9 inch pamphlets with six inches of depth per pocket, and a collapsible aluminum magazine rack with pop-up display capability holding 8.5×11 inch paper at a total height of 59 inches, including a carrying bag.
The micro purchase threshold is $43,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, rounded to the nearest $1,000. The contract term is limited to 365 days from the effective date and will automatically terminate without additional notice. All prices must be quoted net and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Delivery terms are FOB Destination Point, with the City making payments only after delivery and approval of products, via electronic deposit. Quote validity must be maintained for 60 days from submission.
Quotes must be submitted electronically through PHLContracts (www.PHLContracts.phila.gov). Vendors must execute a Consent and Authorization Agreement prior to bid closing, either by attaching a scan to their vendor profile at registration or by including it with their first submitted quote. Sellers must maintain general liability insurance with $500,000 per occurrence limits and workers' compensation at statutory limits. An optional LGBTQ Applicant Data Form may be submitted. No products or services should be delivered or provided until the City issues department notification. The City reserves the right to reject any or all quotes and may award to multiple sellers.
