About this file
This is a seller checklist document from the City of Philadelphia Procurement Department for participation in small order purchases through the PHLContracts platform, specifically related to a micro purchase for CPOC Literature Racks. The checklist outlines the step-by-step procedural requirements that sellers must follow to submit a quote for this procurement opportunity. Sellers are required to quote all items to be eligible for award, provide spec sheets for each bid item, and complete all mandatory steps including establishing proper seller role access, answering questions, and accepting terms and conditions. The micro purchase will be awarded as a whole or by line item, at the City's discretion, to the lowest responsive and responsible bidder. Sellers are instructed not to deliver or provide services until officially notified by the department.
The submission process requires sellers to complete a multi-tab online form that includes entering unit costs for each item, providing a valid Consent & Authorization form on file, completing mandatory questions, and submitting all required attachments. An optional LGBTQ Applicant Opportunity Data Form may be submitted. All validation messages and red warnings must be addressed before a quote can be submitted. The Local Business Entity (LBE) Program does not apply to small order purchases, though the LBE certification question must still be answered to proceed. Quotes are submitted through www.PHLContracts.phila.gov, and sellers must review their submissions for accuracy prior to final submission.
