About this opportunity
The California Department of Parks and Recreation, Division of Boating and Waterways, is issuing Invitation for Bid (IFB) C25708006 to procure weekly coverall rental, laundering, janitorial supplies, and delivery services in support of the Aquatic Invasive Plant Control Program. The primary deliverable includes 100 all-cotton, long-sleeve coveralls per week designed for up to 20 employees with five changes per employee, featuring employee names and DPR emblems, along with two commercial 42-inch dust mops weekly. One-time startup costs cover customization and name tag embroidery for 200 coveralls, while ongoing weekly fees encompass garment rental, janitorial supplies, taxes, service fees, and delivery charges to the Stockton Sailing Club located at 4980 Buckley Cove Way, Stockton, CA 95219, during business hours Monday through Thursday, 8:00 a.m. to 5:00 p.m. Pacific Standard Time. Minimum qualifications require state registration (if applicable), General Liability Insurance ($1,000,000 each occurrence, $2,000,000 aggregate), Commercial Automobile Insurance ($1,000,000 combined single limit), and Worker's Compensation Insurance. The contract term spans three years from May 22, 2026 through May 21, 2029, with options to extend for two additional one-year periods at rates specified in the bid sheet. Critical deadlines include January 27, 2026 for the final date to submit questions, with answers provided by January 30, 2026; electronic PDF bid submission by 12:00 p.m. on February 3, 2026; and public bid opening via Microsoft Teams on February 4, 2026 at 10:00 a.m. Award will be made to the lowest responsive, responsible bidder whose bid complies with all prescribed requirements, and the State reserves the right to terminate with 30 days' written notice or adjust quantities up to 30 percent through written amendment.
Small Business (SB) entities receive a five percent preference if certified by the California Department of General Services, with non-certified businesses qualifying for this preference by subcontracting 25 percent of the contract amount to certified SB firms. The Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived; however, the DVBE incentive program remains available, offering incentive amounts ranging from one to five percent based on DVBE participation levels. Required bid attachments include the Bidder Declaration (GSPD 05-105), Payee Data Record (STD 204), Contractor Certification Clauses, and an Artificial Intelligence Disclosure Form. The contractor must maintain detailed physical inventory of uniforms and janitorial supplies and assumes responsibility for all delivery and pickup costs, laundry services, and replacement of items not in good condition. No incumbent vendor or budget range has been publicly disclosed in the solicitation materials.
