About this opportunity

Gainesville Regional Utilities (GRU) is requesting bids for courier services to deliver daily mail, supplies, and laboratory samples between multiple GRU facilities and designated locations under ITB #2026-094, with bids due July 8, 2026 at 5:00 p.m. and inquiries due July 6. Award will be made to the lowest responsive, responsible respondent.

The scope includes two primary routes with daily Monday-through-Friday delivery by 1:00 p.m., covering approximately 82 miles with ten stops on Route #1 and seventeen stops on Route #2; weekly Sunday morning laboratory sample deliveries to the Kanapaha Lab; and quarterly and biweekly laboratory sample deliveries to external laboratories in Tampa and Ormond Beach. Contractors must submit pricing separately for each service component — monthly rates for each route and per-delivery rates for external lab shipments. Drivers must be capable of carrying 50-pound items.

Contractor minimum requirements are two years in business, a fleet of at least two vehicles, and a minimum of two licensed drivers. A Surety Bond of $300,000 and Fidelity Bond of $5,000 are required. Insurance requirements include Commercial General Liability of $1 million, Automobile Liability of $500,000, and Workers Compensation at statutory limits with Employer's Liability of $500,000 per accident. The contractor bears responsibility for all labor, equipment, materials, and damage to items in its possession and is liable for losses or damage.

The contract term commences upon execution and terminates June 30, 2029, with one optional three-year renewal period and a possible six-month extension for completion of a new solicitation. Price adjustments may be requested at least sixty calendar days prior to each contract anniversary, capped at the lower of 5% or the change in the Producer's Price Index and Consumer Price Index for the prior twelve months. GRU retains the right to terminate for convenience with thirty days' written notice or for cause with ten days' notice if the breach remains uncured. Bid prices must be firm; any charges not included in the pricing response will not be reimbursed without written GRU authorization. GRU will issue a Notice of Intent to Award within sixty calendar days of the due date, and all responses must remain valid for sixty calendar days from that date.
