About this opportunity
The Maryland Administrative Office of the Courts (AOC), on behalf of the District Court of Maryland, is soliciting bids through a Small Procurement process for daily courier services between two locations in Annapolis, Maryland under solicitation number K27-0012-86. The service requires pick-up at 9:30 AM EDT from the Post Office at 210 Legion Avenue, Annapolis, MD 21401, with delivery to the Traffic Processing Center at 905 Commerce Road, Annapolis, MD 21401 no later than 12:30 PM EDT on the same business day. The courier service will operate Monday through Friday during normal business hours, excluding court holidays, official general election days, and non-working days designated by the Chief Judge, and will handle daily pick-up and delivery of one to two mail bins containing payments consisting primarily of checks with a small percentage of cash. Bidders must possess a minimum of three years of experience providing similar courier services and must provide uniformed drivers capable of lifting items up to fifty pounds, current valid driver's licenses, marked vehicles, a backup driver for service continuity, and criminal background clearances meeting District Court Access and Background Check requirements. The contract will be awarded to the responsive and responsible bidder submitting the most favorable fixed-price bid, with the contract term running one year from July 1, 2026, through June 30, 2027, and the AOC retaining the sole right to exercise two one-year renewal options. Bidders must submit responses exclusively through the Maryland Judiciary Procurement Portal with all substantive questions directed to Procurement Officer Karen Hoang at Karen.hoang@mdcourts.gov or 410-260-1582, and the bid submission deadline is May 1, 2026. Required submissions include Attachments L and M (Bidder/Offeror Profile and Experience), IRS Form W-9, the Bid/Price Proposal Form with a daily courier fee of $260 per run, acknowledgment of addenda, and evidence of required insurance coverage.
The solicitation encourages responses from Minority Business Enterprises (MBEs) and Veteran-owned Small Business Enterprises (VSBEs) as prime contractors, though no mandatory set-asides are specified for these designations. All prospective contractors must carry Commercial General Liability insurance with a $1,000,000 combined single limit per occurrence and $2,000,000 annual aggregate, Worker's Compensation insurance with $500,000 each accident, and Comprehensive Automobile Liability with $1,000,000 each for bodily injury and property damage. The successful bidder shall bill monthly in arrears with invoices submitted within seven days after each month's end to Jennifer McMorrow at Jennifer.McMorrow@mdcourts.gov, with payment due within thirty days of acceptance of deliverables and receipt of proper invoices. No incumbent vendor or current contractor information has been provided in the solicitation materials. The contract pricing is based on $260 per daily courier run with the total contract value dependent on the estimated number of annual runs specified by the bidder; with an estimated 250 business days annually, the base year contract could range approximately $65,000 in total value, with two optional renewal years available at the AOC's discretion. All contractor personnel must execute a Non-Disclosure Agreement with liquidated damages of $1,000 per unauthorized disclosure and are bound by Standard Terms and Conditions for Small Procurements, including a liability cap of five times the contract value except for patent infringement, bodily injury or death, and cyber breaches.
