About this opportunity

The City of Jacksonville, Florida, through its Public Works Mowing and Landscaping Department, is seeking qualified contractors for countywide tree procurement, planting, and miscellaneous landscaping services under Bid 16586-25,3. The procurement encompasses furnishing all labor, materials, and equipment necessary to procure trees from growers, perform excavation and bed preparation, conduct planting operations, and maintain landscape installations for a minimum of three months after initial acceptance until final acceptance, with replacement of non-conforming landscaping required during the maintenance period. The City estimates approximately 670 trees will be planted over the two-year initial contract term at various public sites and rights-of-way throughout Jacksonville. Bidders must possess a minimum of five years of landscape contracting experience with projects valued at $20,000 or more, maintain required commercial equipment including pickup trucks, flatbed trailers, water tanks, and tractors with backhoe attachments, operate office and storage facilities within Duval, St. Johns, Nassau, Baker, or Clay County, and hold current local business tax receipts. The pricing structure includes three lump sum lines covering three-month, twelve-month, and twenty-four-month maintenance and warranty periods, with all applicable sales taxes included and prices remaining firm throughout the contract life. The pre-bid conference was held on May 2, 2025 at 10:00 AM via Microsoft Teams, the question cutoff deadline was May 7, 2025 at 5:00 PM, and bids are due May 23, 2025 at 10:00 AM. Comprehensive insurance requirements include Commercial General Liability coverage of $2,000,000, Automobile Liability of $1,000,000, and Workers Compensation coverage, along with a 5% bid security bond and 100% performance and labor/material payment bonds upon award.

This procurement includes a 20% Jacksonville Small Emerging Business (JSEB) participation goal, establishing a set-aside designation for disadvantaged enterprises. No federal funding applies to this bid, and no incumbent vendors or current contractors are identified in the available documentation. The initial contract term is two years with two additional two-year renewal options, subject to approval by both the supplier and the City. While specific award values or budget ranges are not provided in the procurement documentation, the historical data indicating 665 trees planted over the previous two years provides a baseline for estimating project scope and potential contract value. Prospective bidders should note that all proposal prices must include applicable sales taxes and remain firm throughout the contract life, and successful bidders must demonstrate financial capacity and operational readiness to meet the City's landscaping maintenance and warranty obligations across multiple service levels.
